The work involves the reconstruction and rehabilitation of an existing asphalt concrete roadway, including PCC improvements, cold planing, excavation,subgrade preparation, compaction, placement of pavement reinforcement grid interlayer, placement of hot mix asphalt concrete, curb ramp removal and construction,survey monument frame and cover and manhole ring and cover double adjustments to grade, and striping, legends, pavement markings and delineation. Additionally, this project includes the removal and construction of portions of sewer and sewer laterals and the replacement of existing manholes. The site of the work is located on West Ward Ave. from N. Norma St. to N. China Lake Blvd. All work must be completed within sixty (60) working days after the commencement date stated in the Notice to Proceed. Each bid shall be accompanied by a certified or cashier's check or bid bond in the amount of ten percent (10%) of the total bid price payable to the City of Ridgecrest as a guarantee that the bidder, if its bid is accepted, will promptly execute the contract. The bidder shall guarantee the total bid price for a period of sixty (60) calendar days from the date of bid opening. Pursuant to Federal law, Disadvantaged Business Enterprise (DBE) requirements shall include all DBEs, as described in the Specifications. This project is subject to state contract nondiscrimination and compliance requirements pursuant to Government Code Section 12990, and in any contract entered into pursuant to this advertisement, DBEs will be afforded full opportunity to submit bids in response to this invitation. The DBE contract goal for this project is 13%. The project will require the prime contractor to be in possession of a valid, appropriate State of California Contractor's License. No bid will be accepted from a contractor who is not duly licensed in accordance with the provisions of Chapter 9, Division III of the Business and Professions Code. Bids will only be accepted from contractors holding a General Engineering Class A or Earthwork and Paving Contractor Class C12. The City of Ridgecrest reserves the right to reject any and all bids, to waive any informality in a bid and to make awards to the lowest responsive, responsible bidder as it may best serve the interest of the owner.
