The Smyth Wythe Airport Commission is requesting Statements of Qualifications from interested and qualified Aviation Consultants for engineering and planning services at the Mountain Empire Airport Projects may include, but not limited to, airport planning, land and easement acquisitions, environmental analysis, grading, drainage, and paving of airfield and roadway projects, hangars, NAVAIDS, airfield lighting, and other airport development items. For these projects, the Engineer shall be qualified and capable to provide airport planning, design, bidding, construction administration, and resident project representative services. The proposed length of services will be for one (1) year with two (2) additional one (1) year renewal periods. Interested firms should submit a Statement of Qualifications, addressing the following specific items: 1. Experience of the Firm. Provide a narrative of the firms prior experience and qualifications in airport engineering and construction for smaller projects. Provide a list of similar smaller projects involving Federal and Sate funding completed within the last three (3) years. Also, please reference the expertise of the firm's personnel in working with the FAA and DOAV regulations and procedures. 2. Project Team. Identify the Project Manager and provide a list of the project team members proposed for use on the projects and identify the responsibility of each member. Provide a brief resume for each person listing specific project experience. 3. References. Provide the name, address, and telephone number of at least three (3) references familiar with the quality of work done by the firm on similar projects. 4. Other Supporting Information. Include any additional information relevant to the selection of the firm. The entire Qualification Statement should not exceed twenty (20) pages, including pictures. Criteria to be used in the evaluation of the proposals and the selection of the successful firm are as follows: 1. Qualifications of the firm, including Firm Personnel. Preference will be given to those firms with the experience in airport planning, design, and construction administration for similar projects. Also, of importance will be the qualifications of firm personnel with respect to the aforementioned items. 2. Overall Qualifications of the Project Manager and Project team. Identify the Project Manager and those personnel which will be assigned to the project(s). Preference will be given to project teams with specific experience with similar projects, and any familiarity with the area and proposed projects. 3. Experience with FAA and DOAV Regulations and Procedures. Preference shall be given to project team personnel, especially the project manager, with a demonstrated working relationship with the FAA and Virginia Department of Aviation. 4. Current Workload. Identify the project team's current load. Preference will be given to the project team that demonstrates the ability to take on additional work and meet the schedules set by the Commission. The method of contractor selection has not been determined at this time.
