Grays Harbor County is issuing a Request for Proposals (RFP) from qualified firms to assist the County in the development of a detailed six-year Capital Facilities Plan (CFP). The County's expectations are for professional assistance to create a single CFP document in a standard software format that can easily be maintained and manipulated by County Staff. The final product shall include project descriptions, cost estimates, project schedules and priorities, and funding sources. The scope of work shall include: Meeting with County staff to identify infrastructure and building improvement needs and priorities. Please detail your approach, for example, in-person, teleconferences, etc Incorporating any existing plans, rate studies, and/or other planning documents that the County has already completed. Please see the attached Facilities Capital Plan completed by Beckwith Consulting which was essentially a structural and space needs assessment for the County. Inventory of all existing and planned capital facilities such as buildings, lift stations, water/wastewater treatment, and distribution facilities, communication towers, etc. that assess the current and future needs of the County. Include correction of public hazards, elimination of existing deficiencies, and capacity to serve and encourage growth. Compiling a detailed 6-year CFP by fund, including project descriptions, cost estimates, and funding sources. Funding sources shall include taxes, user fees, special assessments, developer fees, private contributions, general obligation bonds, revenue bonds, public improvement districts, lease-purchase agreements, possible grants, and other alternative revenue sources that are applicable to projects in the CFP. Analysis of the general operational impact of the CFP on the County such as staffing or increased recurring non-capital expenses. Development of a CFP project page for each individual project identified in the detailed CFP. Compiling a 20-year CFP summary plan that lists additional projects beyond the 6-year horizon of the detailed CFP. Submitted final documents must be in standard MS Office programs so they may be readily edited and maintained by County staff, as well as a proposed process for the annual evaluation and update of the adopted CFP. Presentation of the final CFP to the Board of County Commissioners identifying the methods used to complete the CFP.
