The City is requesting proposals from qualified firms for the provision of building code enforcement services in respect to the application, interpretation, and enforcement of the City's adopted building codes (Ohio Building Code, Ohio Mechanical Code, Ohio Plumbing Code, and Residential Code of Ohio) and any other relevant state regulations or local ordinances. Such services shall include all necessary building plan reviews, inspections, permit and certificate of occupancy issuances, and inspections and orders to enforce all applicable building codes within the City, and shall include all necessary support services (collectively, "the Services"). Said Proposals are to be delivered in accordance with the Instructions, Specifications, and General Conditions contained herein, and the Services will be provided pursuant to a Contract with the City requiring that the Services be provided in accordance with applicable Codes, state and local laws and regulations, and in conformity with professional standards and best practices. Respondents shall carefully examine the information contained in the RFP packet before submitting a Proposal. The submission of a Proposal shall be considered evidence that the respondent made such an examination and is satisfied as to the requirements under the RFP. Proposals shall be delivered to the Xenia City Clerk's Office, 107 E. Main Street, Xenia OH 45385. Proposals will not be considered responsive unless submitted by the deadline and in accordance with all instructions and requirements outlined in the RFP packet. The City, in its sole discretion, shall determine which proposal is the lowest and best. The lowest cost, while a consideration, will not exclusively govern the contract award. The award shall be made from all considerations, including which Proposal best meets the scope and intent of the RFP and is in the best interests of the City. The City reserves the right to waive any formalities, discrepancies, or irregularities in the Proposals, or to negotiate any variance from the RFP specifications, or to reject and all Proposals. No proposal may be withdrawn after the scheduled closing time for receipt of Proposals except upon the authorization of the City Manager. The Method of Contractor Selection has not been determined at this time.
