A firm timeline for construction has not been established. *The closed solicitation has been included below for reference: The 354th Contracting Squadron is seeking qualification packages and past performance information from vendors interested in providing professional architect and engineering services at Eielson AFB, AK to renovate dorm 2266. BACKGROUND: The project calls for a 100% design for the complete overhaul of Building 2266, a four-story structure (comprising three above-ground levels and a basement) originally constructed in 1953 with minimal subsequent renovations. The building is approximately 43,000 square feet of space, with 57 rooms accommodating Airmen. The three above-ground stories primarily consist of bedrooms, bathrooms, and various miscellaneous use rooms. Meanwhile, the basement primarily consists of day rooms, kitchen facilities, utilities, and storage. The overall objective of this design initiative is to fully renovate both the building and its surrounding site, ensuring full compliance with current codes, standards, and Eielson design guides. Moreover, the aim is to optimize the buildings furnishings for improved energy efficiency and ease of maintenance. The planning charrette has been previously completed and will be included as a starting point for the design. The 354th CES has selected COA #2 as the preferred alternative from this planning charrette. This document is included as an attachment to the Statement of Work. The scope of work encompasses various critical building systems that require updates to meet current standards, including but not limited to life safety systems, fire protection systems, HVAC systems, mechanical, electrical, plumbing, structural components/cladding, utilities within the building, and connections to the main lines. All systems outlined in the Statement of Work's programming thresholds and egress points will also be addressed. Besides the aforementioned systems, the following furnishings and finishes will be repaired by replacement: ceiling finishes, floor finishes, exterior finishes, light fixtures, wall finishes, plumbing fixtures (toilets, showers, sinks), terminal unit fan coils, thermostats, windows, window awnings, roof, cabinets (base and wall), countertops, ceiling fans, interior and exterior doorways, and hard-wired smoke detectors. Additionally, the comfort and daily activities of Airmen should be taken into account when planning the renovation and spaces. This is a competitive selection process in which competing offerors' qualifications will be evaluated in accordance with (IAW) FAR Part 36.6 to determine the most highly qualified firms. The Government intends to award one Firm Fixed-Price contract. IAW FAR 36.603(b): To be considered for architect-engineer contracts, a firm must file with the appropriate office or board the Standard Form 330, "Architect-Engineer Qualifications," Part II and when applicable, SF 330, Part I. Responders are advised that the Government will not pay for any information or administrative costs incurred in response to this posting; all costs associated with responding will be solely at the interested parties' expense. Failure to respond to this post does not preclude participation in the subsequent technical evaluation so long as a firm's SF 330 is currently on file with the 354th Contracting Squadron. It is the responsibility of the potential offerors to monitor these sites for additional information pertaining to this requirement. This acquisition will be solicited on an unrestricted basis. The NAICS 541330 (Engineering Services) applies to this acquisition, with a small business size standard of $16.5M. The scope of the design shall include the full overhaul of dorm building 2266 at Eielson AFB, AK to modernize and bring the building up to all current codes. The Air Force requires complete and functional designs that are appropriate for the sub-arctic environment of interior Alaska and that meet all applicable Federal, State, Local, Industry, U.S. Air Force and Eielson AFB requirements. The final products shall be in a condition that the Government can solicit the construction of the renovation. The DOR shall be available throughout construction to answer any questions or errors in the design. The A-E shall be responsible for all travel and lodging arrangements and expenses involved in the performance of work under this contract. The A-E shall furnish the Air Force with complete and usable products to include planning documents, investigative reports, study reports, design analyses, well developed conceptual project drawings, preliminary equipment layouts, cost estimates and other documents pertaining to the renovation of the facility.
