Site work, paving and new construction of a mixed-use development in Cleveland, Tennessee. Conceptual plans call for the construction of a playground / park / athletic field; sidewalk / parking lot; water / sewer project; for site work for a playground / park / athletic field; sidewalk / parking lot; water / sewer project; for paving for a playground / park / athletic field; sidewalk / parking lot; and water / sewer project.

The City of Cleveland, an Equal Opportunity, Affirmative Action Employer, seeks to retain the services of a professional architectural firm to provide services related to the construction of a new park on Candies Lane. The park will consist of a 100' x 32' pavilion with restrooms, 160' x 280' fishing pond, playground and surfacing, and parking area. Scope of Services Provide preliminary and final architectural and engineering services for construction of new park. Scope not to include construction supervision but will include response to all RFIs. Park is partially funded by the TDEC LPRF grant and all work must be in accordance with guidelines and procedures as specified. Prebid and pre-construction meeting will be required in scope. Consultant Selection Procedure A qualification-based selection process will be utilized. Proposals submitted by the deadline will be reviewed and evaluated on the following criteria (relative weight): o Qualification and competence of firm. Provide firm biography and history of firm's business. (35%) o Staff experience in type of service being sought. List recent experience in similar projects and provide name, address and telephone number of primary contract person(s) (35%) o Capability of firm to perform desired service within acceptable time frame. Discuss availability of key personnel and past performance record. List other major projects and staff responsibilities that may be performed concurrently. (30%) The firm selected as well as the overall most qualified will then be expected to negotiate fair/reasonable fees and enter into a formal contract. If negotiations fail, then the selection committee will negotiate with the next most qualified firm until a satisfactory agreement has been reached. The selection committee holds the ability to conduct interviews based on scoring as Phase II Evaluation. Qualifications shall indicate the scope of services to be completed by any sub-consultants.
