Potential Bidders must be prequalified as a Small Business Enterprise at the time of bid opening in order to be considered responsible. Paper Bids will be accepted as detailed in the Instructions to Bidders contained in the Proposal. Electronic Bidding will not be accepted. A bid bond is not required.
