No bidder may withdraw his bid after the hour set for the opening of bids or before the award of contract unless said award is delayed for a period exceeding forty-five (45) days from the time of the opening. The Municipality shall not be responsible for bid preparation costs, nor for costs, including attorney fees, associated with any (administrative, judicial or otherwise) challenge to the determination of the lowest responsive and responsible bidder and/or award of contract, and/or rejection of bids.
