This document constitutes a Request for Proposals for a Professional Service Contract from qualified individuals and organizations to furnish those services as described herein for the Commonwealth of Kentucky, Department of Highways. Project Manager - George B. Phelps III, P.E. User Division - Highway Design Approximate Fee - $1,200,000 Preliminary Engineering & Environmental Services (Lump Sum) Project Funding - Federal Funding (STP) Project Length - Approximately 6.7 miles The purpose of this project is to improve safety, traffic flow, and function of KY-56 in order to provide a safer and more reliable route for residential and commercial traffic traveling to and from Morganfield. This section of KY-56 connects from US 60 in downtown Morganfield through the Morganfield Bypass to KY-141. It provides the connection to businesses and services in Morganfield as well as residential properties. This roadway is comprised of an urban typical section within the Morganfield City Limits from MP 13.1 to MP 13.75 with the remaining project being rural in nature to consist of narrow lanes and shoulders. This section of KY-56 also contains a few geometric deficiencies as well as undesirable intersection layouts. In addition, there are a few access management issues that need to be addressed. The Consultant team shall include a DBE Participation Plan with their Response to Announcement to help the Department meet the 11.95% DBE goal established by FHWA. The plan should demonstrate how DBE companies will be mentored or used to assist in the area(s) pertaining to this contract. An additional page will be allowed in the Project Approach (Section 7) to exhibit this plan. A maximum of four (4) points will be considered in the Evaluation Factors for the DBE Participation Plan.
