Renovation of a fire / police facility in Winchester, Virginia. Completed plans call for the renovation of a fire / police facility.
1. INTRODUCTION The purpose of this Invitation for Bid (IFB) by the County of Frederick, Virginia (County) is to solicit sealed bids from qualified Contractors (Bidder) to furnish and install a vehicle exhaust removal system at Millwood Volunteer Fire and Rescue Station, located at 250 Costello Drive, Winchester, Virginia 22602. The system shall be a direct capture system designed to remove 100% of all exhaust fumes emitted by our apparatus while attached. The system shall provide ten (10) capture points in one fire station that is equipped with a total of ten (10) bay doors. 2. BACKGROUND Frederick County is the northern-most point in Virginia, a mid-point of the East Coast. The County sits at the mouth of the Shenandoah Valley which stretches 200 miles between two mountain ranges - The Blue Ridge Mountains to the East and The Allegheny Mountains (part of the Appalachian Mountain Range) to the West. The Valley is bound by two rivers, the Potomac River to the North and the James River to the South. The County encompasses 416 square miles, serving a population of approximately 86,000. Frederick County Fire and Rescue Department (FCFRD) provides essential emergency services to the residents and visitors of Frederick County, Virginia, including, fire suppression, emergency medical treatment and transport, technical rescue, water rescue, and hazardous materials mitigation. In addition, the department provides a wide array of non-emergency services such as business inspections, burn permits, child safety seat inspections, smoke detector installations, public education, and emergency preparedness. Services are provided through a combination of career staff, eleven (11) volunteer fire and rescue agencies and regional partners. SPECIFICATIONS & SCOPE OF WORK a. The exhaust removal system shall be designed to vent 100% of exhaust gases and particulate safely away from the building. The system shall be suspended from structural members in an overhead fashion. The system shall be installed by factory trained and authorized personnel. The system must have the ability to continue to work with apparatus running, without being moved outdoors. All components of the system shall meet NFPA 1500 standards and withstand high temperature exhaust. b. The successful Contractor shall provide all material, tools, equipment, labor, supervision, insurance, bonds, warranty and training required to furnish and install vehicle exhaust removal system units in the fire station. c. Contaminants may consist of airborne engine vapors, diesel exhaust, soot, gases, carbon monoxide, nitrous dioxide, and any other gas or diesel exhaust powered equipment located in the bay area. Toxins to be captured include VOC's, particulate and damaging lung dust. d. The Contractor shall position/install the units in a manner to ensure effective capture of VOC's and maintain a clean occupied space. e. Installation: 1. Complete exhaust system installation including the exhaust fan, control box, ductwork, track, hose, and nozzle connection must be completed. All electrical work from the panel out shall be included in this scope of work. Tailpipe modifications from the muffler out that are required to ensure proper system operation are to be included in the scope of the work. An appropriate rain cap shall be provided on the building exterior. 2. All system components shall be labeled with manufacturer identification and be standard equipment from the manufacturer. 3. Installation of Exhaust System shall be accomplished by a factory trained and authorized installation team that specializes in the business of installing emergency response exhaust systems. Name of installation firm must be indicated in the bid document with exhaust removal system experience provided. f. Attachment: 1. The exhaust capture system shall provide 100% exhaust removal from the vehicle source and exit to the exterior of the building. A check valve shall be required to prevent exhaust from re-entering the building through any unused or disconnected drops. A 100% seal at the vehicle tailpipe is required. 2. Shall be able to attach the vehicle within three feet of entering the building to prevent exhaust from entering. 3. Attachment of the system shall be able to be performed while the operator is standing in a full upright position. 4. A handle shall be provided for ease of handling the drop while attaching. 5. The "boot" or attaching system shall be designed to allow ambient air to enter while capturing the exhaust to prevent overheating. 6. All tailpipe adapters shall be installed prior to completion of the installation. 7. Other than tailpipe adjustments needed to allow for the use of the sealing collar, cutting, drilling, or other alterations to the body of the vehicles is strictly prohibited. 8. The attachment shall be either of magnetic or pneumatic means. g. Track system: 1. The track system shall be made of aluminum or other non-corrosive material and supported to prevent side-to-side and end-to-end movement. 2. Support of the exhaust hose drop; attachment boot shall be supported so it does not touch the floor when not attached to a vehicle. 3. Shall include a non-locking balancer to reduce stress and wear on the hose of each drop. h. Auto Start Controls: 1. Shall be installed with an Auto Start feature with manual override. 2. Shall meet all current electrical code requirements and shall have a UL listing and all controls shall be in watertight enclosure. i. General requirements: 1. Contractor and/or subcontractor shall be responsible for obtaining all necessary building permits, at their/its sole cost. Contractor shall keep itself fully informed of and shall comply with all County, State and Federal laws and regulations, which in any manner effect the Work. 2. References: Provide a listing of at least three (3) recent references (of similar dollar volume and units requested) for whom you have provided this type of product or service. (See Attachment E). 3. The selected Contractor agrees to achieve substantial completion of the project in accordance with this IFB and within 300 days after issuance of a Purchase Order. 4. All work shall be performed and confirmed by County Maintenance personnel.
