The contractor shall provide and install a new 480V feeder for the Bear Creek Dam outlet structure. This involves boring or trenching in a 480V feeder and conduit from the control building to an Xcel energy transformer located approximately 1,000 feet away. The contractor will provide and install a new 480V disconnect in the control building and provide and install a metering pedestal at the transformer. The contractor will make all connections to this equipment. In addition, the contractor shall remove and dispose of the existing transformer and disconnect equipment as specified within the attached specifications and drawings. Xcel will provide, install, and make connections to the new transformer. 1.1 Period of Performance. The period of performance shall be 120 days after the notice to proceed has been issued. 1.2 Site Visit. Interested contractors may perform a site visit upon request. The NAICS code and small business size standard for this acquisition appear in FAR 52.204-8 of the solicitation. Submitting your quote. Submission of quotations. Submit quotations to the office specified in this solicitation at or before the exact time specified in this solicitation. Quotations may be submitted on the SF 18, letterhead stationery, or as otherwise specified in the solicitation. Quotations are due by 26 September 2022 at 2:00 p.m. Central Time. Send your completed quotation package to the attention of Tina Keimig at tina.l.keimig@usace.army.mil. Electronic quotations are preferred over paper responses, unless other arrangements have been made with the individual identified above. You may submit more than one quote. If you do, we will evaluate each separately. We will not consider any quote that we receive after the deadline unless we receive it before we issue a purchase order and considering it will not delay our purchase. In case of an emergency that delays our operations and makes submission or receipt of your quote impossible, we will extend the deadline by one working day. Abbreviated Accident Prevention Plan (APP). EM 385-1-1 in its entirety may be too complex for the type of work performed under these contracts; contractors may reference Appendix A, for abbreviated Accident Prevention Plan (APP). The contractor shall only need to submit items in Appendix A that are pertinent to the contract. The contractor shall use a qualified person to prepare the site-specific abbreviated Accident Prevention Plan (APP). The contractor shall prepare the APP in accordance with the format and requirements of the EM 385-1-1 and supplemented herein. The contractor shall sign and submit the APP for approval prior to the start of work onsite. 2.2 Measurement and Payment. 2.2.1 The Government will make payment after services have been inspected and accepted, and the contractor's invoice has been reviewed, approved, and processed. The contractor shall submit the invoice to the COR. The contractor is required to include the contract number on the invoice, make sure that the address matches SAM, and the associated CLIN (Contract Line-Item Number) is listed to each line applicable so that receipt and payment for the item or service may be expeditiously processed. 2.2.2 The contractor must provide the contractor's name, address, contract number, period of services completed (i.e., for the period of performance as listed in part 1.3), CLIN number and specific quantities of work performed (i.e., 1 Month, 40 days, 100 acres, etc.), and total requested, for an invoice to be considered proper. The contractor shall submit the invoice upon completion of all services, in accordance with the period of performance stated in the CLIN. 2.3 Location. Bear Creek Dam, Lakewood, Colorado 2.4 Staging Area. Staging will occur in the parking lot located beside the Bear Creek Control Building. The Contracting Officers Representative will direct the contractor as to the exact location. 2.5 Delivery, Storage, and Handling. NA - The Contractor will be responsible for all equipment until it is installed. 2.6 Work Hours and Work Limits. The contractor is responsible for conducting business between the hours of 7AM to 5PM Monday thru Friday except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. 2.7 Facilities. No utilities are provided for this project. Power, water, and restrooms are not available. 2.8 Environmental Conditions. Contractor is responsible for disposal of all waste materials as a result of this contract. This includes but is not limited to arranging transportation of solid waste and any costs associated with disposal in compliance with Federal, State, and local requirements for solid waste disposal.
