MAGNITUDE OF CONSTRUCTION: This project is estimated to be between $25,000 and $100,000. NAICS CODE AND DESCRIPTION: 238210, Electrical Contractors and Other Wiring Installation Contractors SMALL BUSINESS SIZE STANDARD: $16.5 million TYPE OF SET-ASIDE: This procurement is a total small business set-aside. Offers from other businesses including large business will not be considered. LOCATION OF THE WORK: Fargo, Cass County, North Dakota TENTATIVE DATES: Estimated Issuance of Solicitation: 10/04/2022 Estimated Offer Due Date: 10/19/2022 PROCEDURES FOR AWARD: The Government intends to award a contract resulting from this solicitation to the responsible offeror whose proposal conforming to the Solicitation will be most advantageous to the Government,Price and other factors considered PLAN AVAILABILITY: The solicitation will be available for electronic download at no charge from the System for Award Management website at sam.gov under "Contract Opportunities". FEE FOR SOLICITATION DOCUMENTS: Solicitation documents are available at no charge. AMENDMENTS TO SOLICITATION: It is the offeror's responsibility to monitor the GPE site at sam.gov for the release of any amendments. AWARD RESTRICTIONS: This procurement is offered for competition limited to small business concerns. BONDING: In accordance with FAR 28.102, if the contract exceeds $35,000 but does not exceed $150,000, a payment bond or alternative payment protection is required in the amount of the award. If a bid guarantee is required to be submitted with your offer, any contract awarded will require a performance bond and payment bond as specified in the Agreement. Offerors who utilize individual sureties should note the requirement for a certified, audited,financial statement for each person acting as an individual surety under clause FAR 52.228-1 Bid Guarantee and the requirements of clause FAR 52.228-11 Pledges of Assets. SECURITY: All contractors will be required to comply with the appropriate level of security clearance in accordance with Homeland Security Presidential Directive 12. BUY AMERICAN ACT / TRADE AGREEMENTS: This procurement is subject to the requirements of the Buy American Act. Per Federal Acquisition Regulation (FAR) 25.401(a)(1), trade agreements (such as NAFTA) do not apply to acquisitions set aside for small businesses. Accordingly, any offeror proposing the use of foreign construction material, other than those articles listed in FAR 25.104, must request an exception to the Buy American Act as described in FAR Part 25.2. Such an exception must then be approved by the Government before the requested material may be used in this construction project. ELIGIBLE OFFERORS: All responsible small business firms may submit a proposal which shall be considered by the agency. All prospective offerors are also required to use the System for Award Management (SAM) in federal solicitations as a part of the proposal submission. Re-Rack Existing LAN Cabinets The Social Security Administration is needing to re-configure their IT equipment in the DCR room located in the Fargo Federal Building/Courthouse. Work will consist of removing the existing blue LAN cabinets and re-installing new racks and trays. Provide and install new wiring, electrical outlets, breakers, ground wire, and patch panels. All new and existing equipment wiring is to be relocated to the new racks and trays. Deliverable PSC: Z2AA -- REPAIR OR ALTERATION OF OFFICE BUILDINGS Contract Type: Firm Fixed Price PoP: 11/01/2022 - 02/01/2023 Place of Performance: ND0006ZZ FB-CT 655 1ST AVE N FARGO, ND 58102-4932 *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. a. Remove existing blue LAN cabinets (3 total) from the DCR Room. b. Provide one, two (2) post rack and one, four (4) post LAN rack. (see approved SSA rack manufacturer/part number listed below). Racks will be securely bolted in place. c. Provide both horizontal (quantity of 7, 2-U) and vertical (quantity of 3, 6" wide) cable management for the two and four post LAN racks. d. Provide a wire mesh cable tray from the north wall of the LAN Room, across the ceiling over all three racks in the LAN Room (see attached sketch). (see approved SSA wire mesh cable tray manufacturer/ part number listed below). Install cable tray 6" above LAN racks. e. Install a #6 ground wire (green) from the Isolated Ground Panel (Equipment Ground Lug) to the LAN rack. Install additional wire interconnecting LAN racks and mesh cable trays. f. Install three (3) new, dedicated 20 AMP, Isolated Ground circuits (Quad outlets per 20 amp circuits) from the ceiling, down to the bottom frame of the LAN racks. (One quad receptacle to the two post rack and two quad receptacles to the four post rack See drawing below g. Provide two (2) 24 port (single "U") patch panels in the two post rack for the analog phones. (one 24 port patch panel will have an Amphenol connector on the back for connections to the 66 phone block.) h. Provide a 25 pair phone cable with Amphenol connectors for connections between the analog patch panel and the 66 block. (length to be determined by contractor). i. Provide three (3)-48 port patch panels (total of 144 ports) in the two post LAN rack. j. Reroute ALL cables that are lying on the floor in the new cable tray. Trim cables accordingly for a proper fit.
