I.E. FAR 52.228-1 Bid Guarantee (Sep 96) NA (a) Failure to furnish a bid guarantee in the proper form and amount, by the time set for opening of bids, may be cause for rejection of the bid. (b) The bidder shall furnish a bid guarantee in the form of a firm commitment, e.g., bid bond supported by good and sufficient surety or sureties acceptable to the Government, postal money order, certified check, cashier's check, irrevocable letter of credit, or, under Treasury Department regulations, certain bonds or notes of the United States. The Contracting Officer will return bid guarantees, other than bid bonds-- (1) To unsuccessful bidders as soon as practicable after the opening of bids; and (2) To the successful bidder upon execution of contractual documents and bonds (including any necessary coinsurance or reinsurance agreements), as required by the bid as accepted. (c) The amount of the bid guarantee shall be 20 percent of the bid price or $3,000,000, whichever is less. (d) If the successful bidder, upon acceptance of its bid by the Government within the period specified for acceptance, fails to execute all contractual documents or furnish executed bond(s) within 10 days after receipt of the forms by the bidder, the Contracting Officer may terminate the contract for default. (e) In the event the contract is terminated for default, the bidder is liable for any cost of acquiring the work that exceeds the amount of its bid, and the bid guarantee is available to offset the difference. Section 5: Project Objectives The contractor shall provide all labor, materials, equipment, and supervision necessary to perform the following: 1) The contractor shall remove and store the spectator seating, jury seating, and all other furniture/fixtures to install new carpet. 2) The contractor shall clean and polish all woodwork with an approved oil-based polish. This is to include all wood from the baseboard to crown molding and in between including wood furniture and seating. The contractor shall clean and polish all perimeter wood, doors, trim, pillars, handrails, columns, base, and any other visual wood surface not called out. 3) The contractor shall reset any nail heads that breach the wood's surface, cover nail holes with approved filler, and puddy or color any surface scratches. 4) All materials are to be submitted and approved by the project manager prior to use. 5) Remove, dispose, and replace all existing carpet in the two Attorney Conference rooms 230A, 230B, and foyer/soundlock room 230C, and all carpet in the Courtroom 230E as shown in Section 14 - Diagrams. Carpet and adhesive will be provided by general contractor. Carpet shall be Bentley 4OW260AA0K Buzz Worthy AFIRMA Hardback 18x36 in color 400582 - Top Billing. Pattern layout to be in a horizontal direction to the judge's bench using an ashlar pattern. Floor is to be cleaned and primmed with contractor supplied material prior to carpet installation. 6) Replace all fabric wrapped acoustical panels and fabric wall coverings on gypsum drywall. Fabric color to be Carnegie Fabrics Xorel, Quarry 6619W98. Wall fabric to be installed with the pattern running horizontally on the wall. 7) Repair 5 drywall corners in the Attorney Conference rooms. 8) Re-paint all gypsum walls in the two conference rooms (including the ceiling), foyer, and behind the judge's wall. Color to be Sherwin Williams 7662 Evening Shadow. 9) Install 5 new clear plastic corner guards. 10)Install new transition strips to new carpet where required. 11)Replace all removed furniture and fixtures. 12)The CO has the right to reject any unsatisfactory or unsuitable material or workmanship. Section 6: Proposal Pricing & Site Walk 1) Pre-proposal Site Visit Meeting: a) The site visit shall consist of a meeting to review construction requirements followed by a walk-thru of the project site. The meeting shall be attended by the contractor and GSA project personnel, and appropriate sub-contractors. b) Review existing conditions of the project area including any field verification. GSA Solicitation No. 47PJ0022R0126 Page 10 of 86 c) Review the solicitation/evaluation requirements. 2) Cost Proposal Requirements: a) When submitting a proposal, provide a cost breakdown for each task into the following categories: Materials, equipment, labor hours, subcontractor's quotes, overhead, profit, and bond broken down into shell, tenant improvement (TI) (by tenant), Building- Specific Amortized Capital (BSAC), and environmental (as applicable). Follow P120 guidelines for tier level based on project triage tools. Pricing shall be broken down by Construction Specification Institute (CSI) divisions. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
