NAICS Code: 541 -- Professional, Scientific, and Technical Services; 541310 - Architectural and 541330 - Engineering Services The Department of Veterans Affairs Medical Center (VAMC); VISN 5 Contracting, Washington DC and Maryland VA Health Care System(VAMHCS) and the West Virginia VA Medical Centers are advertising for a Multiple Award, Indefinite Delivery - Indefinite Quantity (IDIQ) for Multi-Disciplinary contract for Architectural and Engineering Services at all VA Maryland Heath Care System(VAMHCS-Baltimore, Loch Raven and Perry Point VAMC's) and Washington DC VAMC and the West Virginia VA Medical Centers, (and their respective Community-Based Outpatient Clinics (CBOCs)). This acquisition is a 100% Service-Disabled Veteran Owned Small Business (SDVOSB) SetAside. Any subsequent award will require firms to be registered in System for Award Management (SAM) as a small business as well as VETBIZ registered/verified Service Disabled Veteran Owned Business. Eligible AE firms within the first geographical area must have a working office location within 0-250 miles of the VA Medical Centers - within the state of Maryland and the District of Columbia's main Washington hospital address. Eligible AE firms in the second geographical area must have a working office location within 0-550 miles of the VA Medical Centers located in Beckley WV, Clarksburg WV, Huntington WV and Martinsburg WV. This distance is determined according and will be included as an evaluation factor for technical evaluation. It is anticipated that the number of awards made will allow for 10 AE firms per each geographical area of supported VA Medical Centers. Geographical area number one - VA Maryland Health Care System (Baltimore, Loch Raven and Perry Point) and Washington DC's main VA Medical Center AE firms working offices, will be within 0-250 miles. Geographical area number two - West Virginia VA Medical Center's (Beckley, Clarksburg, Huntington and Martinsburg) AE firms working offices, will be within 0-550 miles. The selected A/E firm(s) shall be in accordance with FAR 2.101 definition of "Architectengineer services" as defined in 40 U.S.C. 1102 and FAR Part 36.6 to provide professional A/E services for various VA projects as required. The prime Architectural firm or prime Engineering firm must not be a management firm only but involved as lead facilitator in all designs, stamping drawings along with the other team disciplines. A/E(s) signing drawings must be licensed and registered in the States of Maryland and West Virginia and the District of Columbia. The license(s) are required at the time of an award to prospective A/E(s). The following A/E disciplines are expected to be required during the course of the contract: architecture, structural, civil, mechanical, plumbing, landscaping, electrical, fire protection, industrial hygiene, interior design, surveyors, cost estimators, certified physical security specialist or other types of A/E services as MULTIPLE AWARD A&E IDIQ 36C24522R0089 2 defined by FAR Part 36.6 that may be necessary. Upon award, task orders may include, but are not limited to: 1. Studies includes investigating various alternatives for a project, analyzing the pros and cons of each alternative and writing a report of findings/recommendations to include a cost estimate for each alternative. NOTE: OFFERORS MUST COMPLETE GEOGRAPHIC AREAS OF CONSIDERATION BELOW AND RETURN PROPOSAL(S) CORRESPONDING TO THE SELECTION(S) MADE BELOW. Each geographic area will require an independent and complete proposal package. GEOGRAPHIC AREAS OF WORK - The projects will be performed for The Department of Veterans Affairs, Veterans Integrated Service Network (VISN)/Network Contracting Officer (NCO) 5 which is divided into two geographic areas, geographical area one: identified as Maryland (Baltimore, Loch Raven and Perry Point) and the District of Columbia. Geographical area two is all facilities within West Virginia (Beckley, Clarksburg, Huntington, and Martinsburg). Contractors may compete to perform services at one, or both of the geographic areas noted below. Offeror is reminded if proposing for more than one geographic area, the offeror will be required to submit an independent and complete package that corresponds to their selection(s) for award consideration. If awarded an IDIQ Contract, contractors will be provided a fair opportunity to compete for task orders at those geographic locations for which the contract has been awarded. The method of contractor selection has not been determined at this time.
