All bids will be awarded by Rowan County. No bid may be withdrawn for a period of ninety (90) days after the closing time for the receipt of bids. Rowan County reserves the right to reject any and all bids and to waive any and all technical defects in the execution of the submission of any bid. Envelopes containing proposals must be sealed and addressed to Rowan County Purchasing Department, Attn: Purchasing Department, 130 West Innes Street, Suite 31, Salisbury, NC 28144. Envelopes must be marked as follows: "Landscaping Improvements", with contractor's name, address, and license number listed on the envelope.
