PURPOSE: Establish a contract with one or more qualified contractors to purchase, install, and repair, and replace manual and motorized horizontal and vertical blinds, shades, motorized shade systems to include electrical components, devices, and accessories for all window treatments and motorized shade systems, window film, and all necessary skilled labor, supervision, tools, materials and equipment to install, provide on-call repair and replacement services, assemble and disassemble manual and motorized blinds, shades and motorized roller shade systems on an as needed basis for Northern Virginia Community College. Northern Virginia Community College has six campus locations: Alexandria, Annandale, Loudoun, Manassas, Springfield - Medical Education Campus, and Woodbridge. This solicitation is being conducted on behalf of the Virginia Community College System (VCCS) to include its 23 Community Colleges, System Office, and Shared Services Center. The VCCS entity with an immediate need is Northern Virginia Community College. Any of the VCCS entities may, but are not obligated unless otherwise stated, to utilize any contract(s) awarded as a result of this solicitation. A list of VCCS colleges is available online BACKGROUND: Virginia's Community Colleges serve an estimated 400,000 people across the state. Virginia's Community Colleges were created in 1966 to address Virginia's unmet needs in higher education and workforce training. The newest Strategic Plan, Complete 2021, contains a single goal: to triple the credentials students earn in academic and workforce area. This procurement is being conducted on behalf of the Virginia Community College System (VCCS). The VCCS consists of 23 colleges with 40 campuses located across the state, as well as two central agencies: the Systems Office and Shared Services Center. All of these VCCS entities may use any awarded contract(s) at their option and as agreed upon between VCCS and the contractor(s). OPTIONAL PRE-BID SITE VISIT: An optional pre-bid site visit can be scheduled directly with each Campus Facility Manager. GENERAL REQUIREMENTS: 1. The Contractor shall furnish all transportation, labor, supervision, tools, materials, parts, supplies, equipment, rental equipment, incidental items, and all components for service, repair, replacement, and installation of window treatments -- blinds, shades, roller shades, and roller shade systems, window film, controls and other hardware and related equipment and accessories. 2. All campus locations have manual blinds and shades. The following brands of motorized shades systems are currently installed at the following campuses: a. BTX - Loudoun Campus b. Draper Flexshade - Alexandria Campus c. MECHO Solar Shades - Loudoun Campus d. Legrand Solarfective - Woodbridge 3. The Contractor may be requested to furnish and install a variety of manual and motorized blinds, shades, roller shades systems, and window film. Specific brands may be requested to match existing shades within a building. Requests to install and replace blinds, shades, shade systems, and window film shall be quoted at Contractor's cost. Labor rates shall be consistent with rates specified in the Pricing Schedule. NVCC reserves the right to add other name brands and or styles to any resulting contract. 4. If requested, the Contractor shall be available for Campus site visits, regardless of the order volume, to provide design and consultation services to include but not limited to drawings, diagrams, verify measurements, product/material selections and specifications, etc. 5. The Contractor shall have the ability to provide a variety of product lines with various options including styles, materials, colors, designs, etc. 6. The Contractor shall be required to provide materials, equipment, and rental equipment to fulfill the requirements of the contract. If the Contractor provides materials (including floor protection/covering), equipment or rentals (i.e., scaffolding), the Contractor shall invoice all materials, equipment, or rentals based on actual cost. 7. The Contractor shall be responsible for receiving, unloading, inventory, unwrapping, inspection, staging, storage, and installation of new window treatments. 8. The Contractor shall obtain permission prior to storing any items on campus property. NVCC will not assume responsibility for any tools, equipment, or materials stored on campus property. 9. The Contractor shall provide experienced, properly trained, and qualified staff, with a minimum of three (3) years of experience, to perform maintenance, repair, replacement, and installation of all window treatments and electrical components and controls required for motorized window treatments. 10. The Contractor's employees shall be experienced, properly trained, and qualified to perform maintenance, repair, and replacement services for all manual and motorized blinds, shades, and motorized roller shade systems. 11. All repairs,replacement, and installation servicesshall be provided at the hourly rate specified in the Pricing Schedule. Parts and materials for repairs and replacements are considered contract services and shall be provided and charged at an additional cost to the College at the Contractor's cost. Parts and materials shall be itemized on quotes, receipts, and invoices. 12. Work performed on a time and material basis under this contract shall be paid only for productive time on the job site. Charges are not allowed to be invoiced directly for time spent for transportation of workers, material acquisition, handling, and delivery of the Contractor's owned or rented equipment, and breaks for lunch or other time that employees are away from the job site. In addition, no truck charges shall be allowed. These expenses are considered overhead and administrative cost which shall be included in the fixed hourly rates listed in the Pricing Schedule. 13. The Contractor shall not subcontract work secured by the contract to any other sole or corporate entity. All work shall be performed by the primary contract holder and their direct payroll personnel. Exceptions shall be made, with the College approval, for services provided by an Original Equipment Manufacturer (OEM) service vendor. 14. Upon request, the Contractor shall provide documentation verifying they have an arrangement with each motorized roller shade system manufacturer with full access to OEM parts and technical support. This arrangement shall include OEM providing field support - factory trained technicians - in situations where work must be performed by the OEM, which may be for technical, expertise, proprietary device, or other reasons. 15. All work performed under the contract shall be performed in accordance with all federal, state, and local codes, rules, and regulations, manufacturers recommendations, including Occupational Safety and Health Administration (OSHA) requirements in effect during the contract period. 16. All provisions of all rules and regulations governing safety shall apply to all work under any resulting contract. The contractor(s) and their employees must follow all applicable requirements of the Virginia Occupational Safety and Health Standards for General Industry while performing any work required by the contractor(s). 17. The Contractor shall provide name and telephone numbers for primary person(s) to contact to request quotes and services. 18. The Contractor shall provide name and telephone numbers for primary contact for questions regarding invoicing and billing with authority to correct billing in a timely manner. 19. The College has the discretion to add or delete campuses during the term of any resulting contract. 20. Estimated number of hours worked in a year timeframe is as follows: Regular Hourly Rate: 400 Hours Overtime Hourly Rate: 100 Hours Weekend Hourly Rate: 50 Hours Holiday Hourly Rate: 50 Hours The numbers above are ONLY estimates to help the bidder price the hourly rate. The numbers above are not guaranteed.
