Security checks will be returned to all but the three lowest bidders after the bid opening. The three lowest bid securities will be retained as provided in the Instructions to Bidders. Bids received more than ninety-six (96) hours, excluding Saturday, Sundays and holi- days, before the time set for opening of bids, as well as bids received after the time set for opening bids , will not be considered and will be returned unopened. The Owner/Construction Manager reserve the right to reject any or all bids and to waive all formalities or minor irregularities.
