This amendment addresses questions and revises the scope of work A site visit is scheduled for September 30th at 9am meeting at Building 92 main lobby at the Northport VAMC. Questions and quotes should be submitted to michael.giaquinto2@va.gov The magnitude of construction is Between $100,000 and $250,000. The period of performance is 90 days please utilize the following SCOPE OF WORK which is correct PROJECT NO. 632-23-118 DOMESTIC WATER HEATERS REPLACEMENT BUILDING 92 Building 92 is a Geriatrics and Extended Care facility at The Veterans Administration Medical Center located at 70 Middleville Road, Northport, NY, 11768. The buildings domestic hot water has been an ongoing issue with only marginal adequacy for facility operation as the existing domestic water heaters are failing. The two existing domestic water heaters serving Building 92 are approximately 35 years old and are beyond their normal life expectancy. Evidence of leakage of domestic water into the steam coil bundles for the existing water heaters was identified. On 5/18/2022 a test was made of the domestic water heaters at building 92 and it was confirmed that the steam tube bundle was leaking and domestic water was backing up into the tubes. Replacement of the existing water heaters, in their entirety, is required. The C&A requirements do not apply and that a Security Accreditation Package is not required. SCOPE OF WORK Demolish two existing domestic water heaters and domestic hot water return pump. Install two new domestic water heater and new domestic hot water return pump Phase-1: Install new domestic hot water return pump, on existing adjacent pump pad, install new domestic hot water return piping, making ready for tie in to domestic hot water return system under a later phase. coordinate with electrical shop to prepare pump for connection to existing power Phase-2: Disconnect and remove existing domestic hot water return pump P-DHWR. tie in new domestic hot water return piping to existing system and new pump. Coordinate with electrical shop to connect power from existing pump to new pump Phase-3: Demolish abandoned domestic hot water return piping following connection of new piping to existing system. Demolish Kindorf, etc. in front of existing domestic water heater XDWH-1. Make ready for installation of new domestic water heater DWH-1 under next phase. Phase-4: Maintain domestic water heater XDWH-2 in operation. isolate XDWH-1 including valve off low pressure steam, condensate return, domestic cold water, domestic hot water, etc. piping to domestic water heater XDWH-1. Demolish existing domestic water heater XDWH-1 in its entirety including controls, control valve, steam traps, steam piping, domestic hot water piping, steam condensate. Make area and Domestic Water Heaters Replacement Building 92 632-24-119 existing piping ready for installation of new domestic water heater DWH-1 under next phase. Phase-5: Install new domestic water heater DWH-1 in strict accordance with manufacturer's printed instructions and recommendations including new controls, control valve, steam traps, steam piping, domestic hot water piping, steam condensate piping. tie into respective systems. Test new water heater DWH-1. Phase-6: Place new water heater DWH-1 in operation. Phase-7: Maintain domestic water heater XWH-1 in operation. Isolate XDWH-2 including valve off low pressure steam, condensate return, domestic cold water, domestic hot water, etc. piping to domestic water heater XDWH-2. Demolish existing domestic water heater XDWH-2 in its entirety including controls, control valve, steam traps, steam piping, domestic hot water piping, steam condensate. Make area and existing piping ready for installation of new domestic water heater DWH-2 under next phase. Phase-8: Install new domestic water heater DWH-2 in strict accordance with manufacturer's printed instructions and recommendations including new controls, control valve, steam traps, steam piping, domestic hot water piping, steam condensate piping. tie into respective systems. Test new water heater DWH-2. Phase-9: Place new water heater DWH-2 in operation. Phase-10: Clean up and dispose all existing water heaters, existing pump, abandoned piping and equipment in MER Amendment 1 to solicitation 36C24222Q1126 project 632-23-118 Replace Domestic Water Heaters-Bldg 92 at the Northport VAMC. This amendment extends the solicitation due date to October 14, 2022. A site visit is scheduled for September 30th at 9am meeting at Building 92 main lobby at the Northport VAMC. Questions and quotes should be submitted to michael.giaquinto2@va.gov This project is for DOMESTIC WATER HEATERS REPLACEMENT at Northport VAMC, 79 Middleville Rd. NY 11768 The Contractor shall furnish all materials, supplies, equipment, personnel and supervision to supervision to accomplish this project in accordance with the Statement of Work. The contractor is responsible for coordinating and scheduling work to minimize to short duration and shall be expected to plan work in accordance with the scope of work. Contractor shall comply with Veterans Affairs specifications and regulations, all applicable Federal, State and Local Codes, including specific regulations related to working at Northport VAMC. This is a Service-Disabled Veteran-Owned Small Business (SDVSOB) set aside procurement and is conducted in accordance with Public Law 109-461. All prospective offerors must be registered in SAM under the North American Industry Classification System Code (NAICS) 238220 & are verified/visible/certified in in VetBiz at the time of offer submission and before award of this procurement. Offerors must submit the annual Vets-4212 Report. The NAICS is 238220 & Business Size is $16.5 Million. Magnitude of Construction is between $100,000 and $250,000. Completion Time is One Hundred Twenty (120) calendar days from the Notice-to-Proceed date. THERE WILL BE NO SITE VISIT. EVALUATION OF OFFERS AND BASIS FOR AWARD: The Government may conduct comparative evaluation of proposals and will award a single contract from this solicitation. Evaluation of Offers & Basis for Award will be in accordance with FAR 13.106 with appropriate consideration given to the following evaluation factors: (1) KEY PERSONNEL: Offerors shall submit resume of key personnel with the offer demonstrating a minimum of FIVE years of experience in the trade performing the scope of working the Statement of Work. Personnel shall include licensed plumber with experience in steam pipe systems to install the water heaters, domestic water piping, steam and (2) PAST PERFORMANCE: Offerors shall provide at least three projects completed of similar in scope to this requirement. Also, the Government may retrieve information from the Contractor Performance Assessment Reporting System (CPARS). (3) PRICE: Offeror shall submit an itemized description of cost, including a breakdown of labor and material. The Government reserves the right to make award without discussions.
