The City of Merced Public Works Department ("City") is seeking a qualified consultant to provide water conservation services. This effort will consist of efficiency assessments and replacement of water appliances/fixtures to prevent waste and overuse of this resource. The goal of this activity is to implement policy direction provided by the Merced City Council. The City Council approved an American Rescue Plan Act (ARPA) strategic investment plan that includes $2.5 million for water conservation projects. In addition, the City Council expressed its desire to target the residents of the community who were impacted by the COVID-19 pandemic. The City intends to offer in-home assessments of appliances and perform plumbing repair/replacement work and offer rebates for the purchase of new water conserving appliances/fixtures. The following generalized services will be the responsibility of the Consultant/Contractor. Consultants are also encouraged to present suggested modifications to the scope in their proposals that most effectively meets the goals and objectives described in this RFP; however, the City seeks to achieve the full scope within the budgeted amount. The scope of work includes, but may not be limited to, the following tasks: I. Project Management A. Project Kick-Off Meeting: Meet with staff project team to refine the scope of work, confirm timeline, identify project milestones, clarify specific roles and responsibilities, and identify project resources. B. Management Tools: Identify tools and methods that will be used to keep the project moving on time and within budget. Inquiries: Questions pertaining to this RFP should be directed in writing, no later than 72 hours prior to proposal submission to: Debbie Forte, Water Conservation Coordinator, forted@cityofmerced.org Disadvantaged Business Enterprise (DBE): The City of Merced has adopted the following project goals for women and minority business enterprise participation [applicable to Consultant and subcontractor(s)]- (l) Women utilization- 6.9% (2) Minority Utilization- 19.8% If the proposer meets the DBE criteria then that should be specified in the proposal. Good faith effort documentation will be required for procuring the licensed Class B-2 sub-contractor(s) for the in-home appliance inspection/repair/replacement activities. Again, if the proposer is a licensed Class B-2 contractor and meets the DBE criteria then that should be specified in the proposal. The method of contractor selection has not been determined at this time.
