Sources Sought Notice SS-2022-1010 for Janitorial and Custodial Services Background: The National Renewable Energy Laboratory (NREL) is a national laboratory of the U.S. Department of Energy (DOE), Office of Energy Efficiency and Renewable Energy (EERE), operated and managed by the Alliance for Sustainable Energy, LLC. NREL advances the science and engineering of energy efficiency, sustainable transportation, and renewable power technologies and provides the knowledge to integrate and optimize energy systems. Located in the foothills of Golden, Colorado, NREL is the only federal laboratory dedicated to the research, development, commercialization, and deployment of renewable energy and energy efficiency technologies. The Alliance for Sustainable Energy, LLC (the Alliance), as the Prime Contractor for the DOE to manage and operate NREL, is seeking a subcontractor to provide standard and specialty janitorial and custodial services for NREL Facilities located in the state of Colorado. Objective: The objective of this Sources Sought is to identify potential subcontracting companies that are qualified and capable of meeting the project objectives. The project objective, at a high level, is to provide janitorial and custodial services for approximately 26 buildings totaling 852,543 square feet. The subcontractor shall ensure all objectives are met to ensure NREL facilities are maintained in a healthy, clean, neat and professional manner. Project Details: The subcontractor shall provide all the labor, materials, equipment, staff, and transportation to complete the following requirements at daily, weekly, and specialty service intervals. Cleaning Shifts shall begin at 5:00pm and end at 10:00pm daily unless otherwise noted below. Subcontractor on-site supervisors are required. A Quality Control Plan is required. 1. Basic Cleaning Services a. Floor Maintenance: i. Routine (Daily): Vacuuming, Sweeping, Mopping, Spot Cleaning. ii. Annual or As-Needed: Stripping and Waxing of floors for all non-carpeted areas, except concrete floors. b. Waste Management i. Trash, Recyclable and Compost Container Stations 1. Routine (Daily): All trash, recyclables, and compost containers shall be emptied. Clean liners shall be replaced after emptying. ii. Black "Waste Only" Bins 1. Routine (Daily): Black "Waste Only" bins shall be collected and disposed of in the building's designated trash compactor. iii. Blue Recycling Bins 1. Routine (Weekly): Blue Recycling bins shall be collected and disposed of in the building's designated trash compactor. iv. Public Ashtrays and Urns 1. Routine (Weekly): Public Ashtrays and urns shall be emptied. c. Drinking Fountains i. Routine (Daily): Clean and disinfect all drinking fountains including the spout, basin, drain and all exterior surfaces. d. Interior Stairwells, Stairways and Elevators i. Routine (Weekly): Clean areas by removing all dirt, smudges, soil, particulates, and debris; sanitize all handrails; wipe down windowsills; vacuum/sweep/mop elevator cabs and clean/sanitize interior walls. e. Restrooms and Showers i. Routine (Daily): 1. Clean and disinfect all surfaces, including sinks, toilets, urinals, showers, partitions, dispensers, doors, mirrors, and trash receptables. 2. Clean and disinfect all drains by removing hair and debris. 3. Sweep and mop all restroom and shower stall floors. Floors shall be free of dirt, debris, litter, scum, mildew, residue, and stains. Any items moved to clean thoroughly must be replaced after floors are dry. 4. All restroom supplies shall be restocked, including: soap, toilet paper, paper towels, and hygienic supplies. ii. As-Needed: 1. De-Scale showers, toilet bowls, and urinals to ensure they are free of scale, soap films and other deposits. 2. If restroom supplies run out prior to the following day, subcontractor shall ensure all product is refilled within one hour. f. Building Entrances, Exits and Lobby Areas i. Routine (Daily): 1. Ensure all entrances, exits and lobby areas are clean and free from dirt and debris. 2. Interior floors to be mopped and swept. 3. Glass on doors and windows free of smudges, fingerprints, soil, streaks, water marks, or other foreign materials. 4. Lobby walls shall be cleaned to remove stains, dirt or foreign materials. ii. As-Needed: 1. Any of the items listed above in section f.i. could be requested on an as-needed basis pending weather conditions. g. Cafe / Cafeteria i. Routine (Daily): 1. Floors shall be swept and mopped 2. Surface areas shall be cleaned by evening custodial crew including: tables, chairs, countertops, microwaves, and any other surface areas. 3. Exterior Cafeteria Tables and Chairs. 4. NOT included: Food service areas, food prep areas, and kitchen. h. Additional Weekly Services i. General Dusting: Door closures, ceiling vents, door frames, wall pictures, wall hangings, clocks, office furnishing, name plates. 1. Dust and wipe heat registers. 2. Dust light fixtures and clean handrails. ii. Tiled Floors: Sweep and mope tiled areas in labs, offices and corridors. iii. Recycle Bins: Ensure all containers in offices, labs, and corridors are emptied and clean. i. Additional Monthly Services i. Clean baseboards. ii. Clean windowsills and ledges with access. iii. Clean conference room furniture. iv. Spray buff all vinyl tile and linoleum flooring. v. Replace anti-splash urinal screens. j. Additional Quarterly Services i. Deep clean all venetian style blinds. k. Day Porter - Daily General Service i. Subcontractor shall provide at least 3 Day Porters to perform daily tasks Monday through Friday, 8:00am to 5:00pm. ii. Day Porters shall be assigned to NREL buildings, parking garages, and other areas at the South Table Mountain Campus as required. l. Subcontractor Furnished Supplies & Equipment i. Standard and Routine Cleaning Products: paper towels, toilet paper, hand soap, hygiene products, compost bags, trash bags, urinal anti-splash screens ii. All subcontractor furnished supplies shall be green/eco-friendly certified, environmentally preferred, and/or bio-based and must be pre-approved for use by NREL. iii. All subcontractor equipment utilized on-site shall be green/eco-friendly certified. 2. Coronavirus and Other Viral Preventive and Escalated Cleaning Requirements a. Subcontractor shall provide at least 2 Day Porters to perform basic tasks daily, including: i. Disinfection of Common Area Touchpoints by hand daily ii. Electrostatic Disinfection of Common Area Touchpoints daily b. In the event of viral cases reported at NREL facilities, Subcontract Day Porters shall disinfect all common area touchpoints twice per day, both by hand and by electrostatic disinfection. i. Overtime labor may be utilized in State of Emergency and cases reported at NREL situations. c. Subcontractor shall also provide sanitizing products, including: i. Hand Sanitizer (2, 4, and 32 ounce bottles) ii. Hand Sanitizer Wipes iii. Alcohol Surface Wipes iv. Bottled Hand Soap Solicitation Details: The Alliance is seeking to determine the appropriateness of a total set aside to small businesses. The volume of qualified responses received from this Sources Sought will inform NREL's decision regarding the Request for Proposal (RFP) set aside status. Step 1 Selection (SSN): Parties that meet the minimum criteria outlined herein are encouraged to submit their capabilities statements. Submitted capabilities statements that meet the Alliance's stated criteria will be included in the source list to receive the planned RFP. Step 2 Selection (RFP): In the second and final step, offerors will be asked to demonstrate their technical approach to the project as well as a firm price to perform the work. This step may include oral presentations from as a part of the final selection. At the conclusion of the two steps, the Alliance intends to enter into a single subcontract with the selected offeror for the duration of time identified in the selected offeror's proposal at the conclusion of negotiations with NREL. Historical Order of Magnitude: The historical usage for these supplies and services ranges from $1,000,000.00 to $1,400,000.00 per year. Small-Business Requirements: This subcontract is planned as a 100% small business set-aside. The NAICS code applicable to this Sources Sought is 561720. Period of Performance: This project will have a base period of performance totaling twelve (12) months or 365 days, plus four one-year option periods totaling twelve (12) months of 365 days. The total Period of Performance, if all options are exercised, shall not exceed sixty (60) months. Submission Requirements: 1. The Subcontractor shall provide a narrative of the Offeror's company expertise with projects of similar scope, size, and complexity. NREL is seeking information from the Offeror that demonstrates the Offeror's capability to self-perform and manage lower-tier subcontractors with regards to safety, security, schedule, cost and administrative requirements. In the response to this Sources Sought Notice, Offerors shall highlight the depth and breadth of resources that can be brought to the project to ensure completion on schedule. Offerors shall identify the processes for communication with the project manager, schedule management, quality assurance, subcontractor management, and staff coordination. In addition to the above, the Subcontractor is encouraged to provide project experience working with state or federal agencies. 2.
