Site work and new construction of an educational facility in Redding, California. Completed plans call for site work for a educational facility; and educational facility.

The Work is the construction and services required by the Contract Documents and includes all labor, materials, equipment or services to fulfill the Contractors obligations under the Contract Documents. Pre-Qualified Bidders Submittal of Bid Proposals. All Bid Proposals shall be submitted on forms furnished by the District at or prior to the date and time set forth above. The District will accept and consider Bid Proposals submitted by Pre-Qualified Bidders. A Bid Proposal submitted by a Bidder who is not Pre-Qualified will be rejected for non-responsiveness. Bidder Pre-Qualification. Pursuant to Public Contract Code 20651.5, the District requires that Bidders for any Project utilizing proceeds from the District's Measure H general obligation bonds be pre-qualified. Measure H Pre-Qualified Bidders. Bidders who previously submitted the Pre-Qualification Application for the District's Measure H Projects and been deemed a Pre-Qualified Bidder must submit the form of Verification of Pre-Qualification Application included with the Contract Documents. Bidder Pre-Qualification During Bidding Process. Bidders who have not previously submitted the Pre-Qualification Application for the District's Measure H Projects must obtain the District's Measure H Pre-Qualification Application from the District and submit the completed PreQualification Application to the District at least fourteen (14) days prior to the latest date for submitting Bid Proposals. Pre-Qualification Applications that are not submitted at least fourteen (14) days before the latest date for submitting Bid Proposals will not be reviewed or considered by the District for the Project. The District will review timely submitted PreQualification Applications pursuant to the foregoing and notify the prospective Bidder submitting a Pre-Qualification Application of the Bidder's pre-qualified status no later than five (5) days prior to the latest date for submitting Bid Proposals. Pre-Qualifications may be obtained from the District's Bond Program Office, BondOffice@shastacollege.edu. Bid and Contract Documents. Bidders must obtain Bid and Contract Documents from the District by contacting the District as noted above. The District will maintain a Bidders List for the Project. The Bidders who request the Bid and Contract Documents by contacting the District will be noted on the Bidders List; the Bid Proposal of a Bidder who is not on the Bidders List will be rejected for non-responsiveness. The District will provide prospective Bidders with electronic files of the Bid and Contract Documents without charge. The District will provide paper files of the Bid and Contract Documents by specific request of a Bidder and the Bidder's payment of reproduction costs. Documents Accompanying Bid Proposal. Each Bid Proposal shall be accompanied by: (i) the required Bid Security; (ii) Subcontractors List; (iii) Non-Collusion Affidavit; and (iv) Verification of Contractor and Subcontractor DIR Registration. In addition, Bidders who have previously submitted the Measure H Pre-Qualification Application and deemed a Pre-Qualified Bidder must submit the form of Verification of Pre-Qualification Application included with the Contract Documents. Prevailing Wage Rates. The Contractor and all Subcontractors shall pay not less than the applicable prevailing wage rate for the classification(s) of labor provided by their respective workers; prevailing wage rates are available for review at through electroncially. During the Work, the Department of Industrial elations (DIR) will monitor compliance with prevailing wage rate requirements and enforce the Contractor's prevailing wage rate obligations. Bidder and Subcontractors DIR Registered Contractor Status. Each Bidder must be a DIR Registered Contractor when submitting a Bid Proposal. The Bid Proposal of a Bidder who is not a DIR Registered Contractor will be rejected for non-responsiveness. All Subcontractors identified in a Bidder's Subcontractors' List must be DIR Registered contractors at the time the Bid Proposal is submitted. The foregoing notwithstanding, a Bid Proposal is not subject to rejection for nonresponsiveness for listing Subcontractor(s) on the Subcontractors List who is/are not DIR Registered contractors if such Subcontractor(s) complete DIR Registration pursuant to Labor Code 1771.1(c)(1) or (2). If any listed Subcontractor(s) is/are not DIR Registered contractors and such Subcontractor(s) do not become DIR Registered pursuant to Labor Code 1771.1(c)(1) or (2), the Bidder, if awarded the Contract, must request consent of the District to substitute a DIR Registered Subcontractor for the non-DIR Registered Subcontractor pursuant to Labor Code 1771.1(c)(3), without adjustment of the Contract Price or the Contract Time. Contractors License Classification. The District requires that Bidders possess the following classification(s) of California Contractors License at the time that the Contract for the Work is awarded: Class A 8. Contract Time. Substantial Completion of the Work shall be achieved as set forth in the Contract Documents; Liquidated Damages will be assessed for delayed Substantial Completion. Bid Security. Each Bid Proposal shall be accompanied by Bid Security in an amount not less than ten percent (10%) of the maximum amount of the Bid Proposal, inclusive of any additive Alternate Bid Item(s). A Bid Proposal not accompanied by the required Bid Security is non-responsive and will be rejected by the District. Alternate Bid Items. If the bidding include(s) Alternate Bid Items, each Bidder must propose pricing for each Alternate Bid Item. The District's selection of Alternate Bid Items for determination of the lowest bid will be The lowest priced Bid Proposal shall be the lowest bid price proposed for the base contract without consideration of prices proposed for additive or deductive alternate items. . No Withdrawal of Bid Proposals. Bid Proposals shall not be withdrawn by any Bidder for thirty (30) days after the opening of Bid Proposals. During this time, all Bidders shall guarantee prices quoted in their respective Bid Proposals. Pre-Bid Inquiries. Bidders may submit pre-bid inquiries or clarification requests no later than 3:00 PM FOUR (4) days before the latest date for submittal of Bid Proposals. Pre-bid inquiries or clarification requests shall be submitted to: Mel Freilich at Nichols, Melburg and Rossetto, (530) 222- 3300 or email freilich@nmrdesign.com. Copies of Agreement and Bonds. The number of required executed copies of the Agreement are ONE (1) The number of required executed copies of the Performance Bond and the Labor & Materials Payment are ONE (1). Award of Contract; Waiver of Irregularities. The Contract, if awarded, will be by action of the District's Board of Trustees to the responsible Bidder submitting the lowest priced responsive Bid Proposal. If Alternate Bid Items are included in the bidding, the lowest priced Bid Proposal will be determined on the basis of the Base Bid Proposal or on the Base Bid Proposal and the combination of Alternate Bid Items selected in accordance with the above. The District reserves the right to reject any or all Bid Proposals or to waive any irregularities or informalities in any Bid Proposal or in the bidding.
