Amtrak is accepting Letters of Interest (LOI) from qualified Design-Build Firms that possess in-depth Engineering and Design, Permitting and Railroad construction experience interested in providing multi-disciplined Construction Services including but not limited to Final Engineering and Design, Full Permitting and Agency Coordination, and Construction and Installation of slope stabilization measures along Amtraks Springfield Line at approximate Milepost 59.5 in Springfield, MA. Responses are to include qualification information that is requested/stated below. Amtrak, in its sole discretion and without discussion, will determine which Contractors are to be added to its Offerors list for the forthcoming Request for Proposal. Only interested Design-Build Firms or Joint Venture Design-Build Teams that meet the minimum qualifications listed below, should forward their qualifications not exceeding thirty (30) one-sided pages via .pdf to: Vaughn.Chisholm@amtrak.com Interested firms must demonstrate their qualifications and include related statements to briefly demonstrate how their firm meets or exceeds the seven minimum qualifications criteria outlined below. Amtrak reserves the right to select only those firms it deems acceptable in its complete and sole discretion without discussion. Be advised that it is Amtraks intention to pre-qualify firms, ranking them based upon how well the firm meets or exceeds the minimum qualifications. Amtrak intends to include a stipend with the RFP. The site is located along the east bank of the Connecticut River at MP 59.5 on the New Haven-Springfield Line, in Springfield, Massachusetts. The site is upslope of an active eroding bank of the Connecticut River and downslope from MassDOT Interstate 91. The railroad alignment at this location contains an "S-curve" with a relatively short tangent separating the two curves. The alignment consists of two tracks: Track 1, nearest the river and Track 2, nearest the highway embankment. The tracks are currently used by Amtrak, CTrail, and freight trains, with a total of approximately 24 trains per day. During a June 2017 track geometry car inspection by Amtrak, the signal mast on the river-side of Track 1 was observed to be leaning toward the river. Stability concerns along the slope were documented by Amtrak as far back as June 2013. Amtrak determined that further investigation was needed to determine the cause of the progressing slope movement The area of concern extends 1,700 feet north of Signal Mast 59.5-1 to the existing culvert and 500 feet south of Signal Mast 59.5-1 along the west side of Amtrak Right-of-Way. The existing track grade slopes down gradually from El. 64 at the north project limit to El. 62 at the south project limit, resulting in embankment heights of 30 to 50 feet above the riverbed elevation. The I-91 grade varies from El. 100 to El. 90, while the river surface during the two bathymetric surveys was at El. 41 and El. 44.5 during the 2018 and 2019 surveys, respectively. The Work consists of the final design, permitting, and construction of slope stabilization measures adjacent to the New Haven-Springfield Line with limits as denoted in the 30% Plans included as Appendix A. The Work should minimize impacts to train operations as well as the river and local habitat. The Design-Builder shall consider the conceptual layout information provided in the 30% Plans. The project elements shown on the 30% Plans are conceptual only and are not intended to be a complete or fully detailed design. The Design-Builder is free to propose other slope stabilization systems that meet the requirements of the project performance and design criteria The provided drawings and specifications that show preliminary retaining walls and slope treatment locations for the design/build portion of this contract are conceptual and to be considered a 30% design level. Final site requirements shall be determined and constructed in accordance with the Design Builder's (also known in the contract documents as the Contractor and/or Design-Builder) approved design. The specific requirements relative to these items are to be incorporated into the Design-Builder's design and the Design-Builder's design shall have no significant deviation from bid document requirements. The Design-Builder shall develop and prepare workable, code compliant designs, meeting all project requirements and shall be responsible for all design and construction documents that are submitted regardless of what extent they are based upon documents provided by Amtrak. The Amtrak contract documents may impose requirements that exceed code requirements. In such cases, the Design-Builder must incorporate Amtrak's requirements. If those requirements are thought to be in conflict with any code requirements, clarifications shall be requested immediately from Amtrak. The designs presented in the contract design-build documents are preliminary and are not intended to limit the Design-Builder from implementing alternate designs in accordance with the criteria enumerated herein. Any proposed alternate to any specified criteria shall be subject to the approval of Amtrak as stated above. Project Requirements: The Project includes the following major requirements. All other additional requirements will be provided in RFP. Design Submittals for Amtrak's review and comment including a final set that will be Signed/Sealed Obtaining and complying with all code and regulatory agency reviews/permits/approvals with the assistance of Amtrak as some third parties require applications to be signed by the Owner Obtaining all public and private construction and regulatory permits. Amtrak is exempt from certain regulations. The Design-Builder prepare a set of design plans in support of the permit package shall consult with Amtrak before discussions and submittals to any permitting/regulatory agency or municipality. Obtaining all access agreements, both land and water, that may be required to complete the project. Coordinating with Amtrak's departments that will be impacted by the project. All such coordination shall be done through the Amtrak Project Manager and/or Construction Manager. Coordinating with Amtrak regarding the scheduling and completion of all Amtrak Force Account work. Preparing the Design Development and Final Design documents in full conformance with the Design-Build Contract requirements. Performing all construction activities required to complete the work except those item which are specifically designated to be the responsibility of others. Performing periodic inspections to ensure that the construction is in compliance with the design. Performing all safety meetings, inspections, and supervision Project Design Documentation and Project Management Deliverables: The following list provides types of deliverables to be provided during the project. All other additional requirements will be provided in RFP. The Design-Builder shall provide design submittals for review by Amtrak in accordance with the following schedule of Deliverables. Amtrak will be given at least 30 working days to review submittals. The design shall consist of, but not be limited to, the advancing of the list of plans/drawings that have already been included in the Preliminary Design and providing new/additional plans/drawings as needed. In addition, the following sets of plans shall be included: o Phasing Plans shall include a proposed sequence of construction outlining the steps of operation for construction. The Phasing Plans must clearly show what tracks are impacted by the construction operations as well as durations. The plans shall also include the location of river and land access as well as laydown areas. o Construction Staging and Sequencing Plans shall define the work area for the DesignBuilder to perform his work within. The project limit, work area limit and work sequence shall be shown and clearly defined. o Slope Stabilization Details shall be detailed to show all aspects of these facilities, specific to the various areas being installed on this project. o Erosion and Sediment Control Plans shall define limits of disturbance, applicable Best Management Practices (BMP), details and notes. o Permitting Plans shall show temporary and permanent impacts to regulated areas, as required for applicable state and federal permits. o Dewatering Plans shall define a dewatering program for any dewatering required during construction. This plan shall follow standards, codes, standard industry practices and appropriate guidelines. If permits are required, the Design- Builder is responsible for obtaining and complying with such permits after consultation with Amtrak. o Construction Schedule shall define the intended timetable of work including track outages in accordance with the contract terms and conditions. o Calculations and Backup - The Design-Builder shall submit to Amtrak complete design calculations as necessary to complete the design. All engineering calculation sheets shall have cover sheets, be numbered, dated, and indexed with proof of checking. The index sheet shall define the total number of the sheets submitted and shall bear the seal and signature of the Design-Builder's authorized licensed engineer registered in the Commonwealth of Massachusetts, who is familiar and responsible for the design. The Design-Builder shall furnish the following: o Assumptions made o Design criteria o Design constraints o All references Calculations shall include but not be limited to the following: o Geotechnical calculations o Structural calculations At the completion of construction, the following sets of plans shall be included: o As-Built Documents (record drawings, technical specifications, and the updated Performance and Design Criteria), shall document the location of utility facilities and other underground information as recorded during construction, revisions to the design during construction, and revisions to the Performance and Design Criteria (PDC) document. AsBuilt Documents shall include a set of scanned, red-lined field markup drawings and the revisions shall be reflected in the final CAD files. The As-Built electronic files shall be submitted in both AutoCAD (for drawings), Microsoft Office (for specifications and PDC) and PDF format. Minimum Qualifications: Interested firms must include / demonstrate in their Letter of Intent submission: 1. Proposed Key Project Staff must be available and committed to this Project and possess appropriate related backgrounds, skills, education, and work experience supported by specific project references and resumes. If any Key Project staff are internationally based, they will be capable of legally working in the US and if working remotely for any period of the project may be required to work during normally working hours in the US. Key Project Staff includes: a. Project Manager b. Design Lead c. Quality Assurance/Quality Control Manager d. Construction Manager e. Construction Safety Manager f. Scheduler g. Cost Estimator h. Environmental Specialist 2. Firm shall have successfully performed or played a major role in the performance of three (3) comparable complex projects, valued at more than $10 million within the last ten (10) years and provide references for these projects 3. Firm shall have relevant railroad, transportation-related, or other industry-related DesignBuild experience, preferably on complex Design-Build railroad construction projects and other marine construction projects. 4. Firm shall have familiarity with working along an active railroad corridor. 5. Firm shall have documented evidence of safety records for the three (3) most recent years that is acceptable to Amtrak. 6. Evidence of your Firm's financial resources, bonding, and insurance capability (to include your sample insurance certificates), to undertake a project of this magnitude. 7. List of related client references for three (3) comparable projects. In an effort to ensure maximum practicable opportunity to participate in contracting in accordance with Amtrak policy, prime firms under agreement with Amtrak are required to put forth Good Faith Efforts to contract with Disadvantaged Business Enterprises (DBE) and Small Business concerns in the provision of goods and services.
