Demolition, site work, renovation and addition to a mixed-use development in Fishers, Indiana. Completed plans call for the demolition of a educational facility; for the renovation of a educational facility; for the addition of a educational facility; for site work for a educational facility; and sidewalk / parking lot.

Owner seeks for Respondents to outline how it would offer services based upon the following Project parameters: A) Site Location: Fishers Elementary School B) The Hamilton Southeastern School Corporation is anticipating the renovation and expansion of Fishers Elementary School located in the heart of downtown Fishers, Indiana. Originally constructed in 1958, Fishers Elementary School (FES) is one of the oldest buildings in the District. It has a current student capacity of 450. FES is located on 8.52 acres in a rapidly developing and changing section of Fishers. FES received a major renovation in 1988 and a refresh in 2003. HSE Schools is looking to renovate and expand FES on its current site to house approximately 700 students. It is HSE's recommendation that the renovation and expansion of Fishers Elementary School should include improvements that enhance the school facilities and help boost academic performance. The occupied phased construction and renovation project will need to include the creation of additional classrooms that will be needed to accommodate the larger student capacity. Updated finishes will need to be incorporated throughout the building including painting, lighting, flooring, cabinetry, removal of wall covering, and exterior upgrades. Improvements to technology and mechanical, electrical, and plumbing systems will also be a major part of the renovation. Additionally, the current parking lot and layout is not sufficient or conducive to accommodate traffic needs. It would be desirable to have a dedicated bus parking lot separate from the car rider and staff parking areas with its own dedicated entrance. C) The School Corporation is currently going through the RFP process to select an architect with a recommendation anticipated on November 9, 2022. D) The CMC Cost of the Work budget for the project is approximately $38,000,000. E) The project delivery method shall be Construction Manager as Constructor (CMC). A)The preliminary project schedule is shown below: a. Schematic Design: February - March 2023 b. Design Development: April - June 2023 c. Construction Documents: July - Aug 2023 d. Bidding: October 2023 B) We anticipate preconstruction to start in February. The expectation is that the selected Contractor will aid with the design from February - September. This time frame may shift, and the selected Contractor will need to adjust accordingly. C) The construction schedule is based on early estimates from the architect. The Contractor may suggest an alternate timeline if it will benefit the project and budget. D) The desire of the Owner is to use a phased approach to the project and not utilize modular classrooms. The large instruction room and other spaces will need to be converted into temporary classrooms to house students as the Contractor works. The CMC, with assistance from the Architect and Owner, shall develop the construction phasing plan and submit to the Owner for approval. E) Offerors should assume being on-site during construction from December 2023 through July 2025 for calculating staffing costs in response to this RFP, but HSE reserves the right to adjust this schedule prior to execution of the contract with the CMC. Once the true construction duration has been determined, this lump-sum staffing costs fee will be adjusted up or down to coincide with the actual duration.
