The City of Effingham requests Statement of Qualifications from qualified engineering firms for professional engineering design of a roundabout at the intersection of 4th Street and Rickelman Avenue. The engineering responsibilities may include but are not limited to feasibility study, preliminary design, final design, environmental classification and permitting, public education, land acquisition, preparation of Plats and Easement Documents, bidding, and construction engineering. This project is expected to be funded by Motor Fuel Tax Funds and may include other funding through Illinois Department of Transportation, the City of Effingham, and other non-Federal grants. The project will follow the Local Public Agency (LPA) process as administered by the City of Effingham. The evaluation criteria and weighting for this project is as follows: Technical Approach (30%); Firm Experience (20%); Specialized Expertise (10%); Staff Capabilities (10%); Workload Capacity (10%); Past Performance (10%); and Local Presence (10%). Consultants should request a proposal packet from the City Public Works Department by emailing jheuerman@effinghamil.com. The packet contains a detailed description of the project, conflict of interest forms, and specific requirements for the format and content of their submission. All proposals shall include a conflict-of-interest form. Proposals will be evaluated, and interviews will be conducted to select between the top firms. Interviews of consultants for this project will be held the week of October 17, 2022. The method of contractor selection has not been determined at this time.
