Final Effluent Monitoring Station Project SUMMARY OF WORK: Monterey One Water (M1W) is requesting bids for construction of a new Prefabricated Metering Manhole (PMM) utilizing a Palmer-Bowlus flow meter with associated electrical/instrumentation/SCADA at the Regional Treatment Plant. Work will include installing two access ways in the existing 60-inch RCP Outfall to allow installation of a temporary flow bypass system then removal of existing pipe to be replaced with the PMM The Work of this Contract consists of construction of a new Prefabricated Metering Manhole (PMM) with 54-inch Palmer-Bowlus flume on the existing Monterey One Water (M1W) 60-inch ID reinforced concrete Land Outfall pipe. An ultrasonic level measuring device is to be installed in the PMM to measure the flow in the Outfall. There is flow in the Outfall pipe at all times. Consequently, construction of the PMM will include the construction of two access manwaysin the Outfall pipe, one upstream of the proposed PMM and one downstream of the PMM. These manways will be used in this Project to implement the required flow bypass system, which will require the use of temporary flow bypass pumps and temporary bypass piping laid on grade. The upstream manway (Manway B) will serve as the point at which flow is diverted from the Outfall around the construction site of the PMM. An inflatable plug must be installed into the Land Outfall pipe, on the downstream side of Manway B to prevent flow continuing toward the construction location for the PMM and will be used for installation of the suction pipes for the flow bypass pumps. Manway A constructed on the Outfall pipe downstream of the PMM construction site will serve as the point at which bypassed flow is returned to the Outfall for continuation to the Ocean discharge. An inflatable plug must be installed into the Outfall pipe through Manway A and be placed immediately upstream of Manway A to prevent the returned flow from backing up in the Outfall pipe to the site where the PMM is being installed. B. In addition to construction of the new flow measurement structure and the associated appurtenances required to implement the required flow bypass, the project includes construction of electrical and control panels for the flowmeter equipment and construction of conduit and electrical and instrumentation wiring required to incorporate the flowmeter data into M1W's SCADA system. Additionally, conduit and wiring are included in the Project to bring power to and SCADA signal to and from the existing RTP entry gate control panel.
