If the public improvement, plans, specifications, form of contract and engineer's estimated cost of the project are approved by the NCIRSWA, the NCIRSWA will proceed to consider bids solicited according to bid specifications contained in the contract and may accept the lowest acceptable bid or reject all bids. The general nature of the project is the furnishing of all labor, equipment and materials necessary for construction of a temporary soil nail retaining system, rock key trench, and miscellaneous associated work, all as specified in the plans and contract. The work under the proposed contract shall commence within thirty days of the written Notice to Proceed. The work shall be completed by October 27, 2023, subject to any changes granted by the Owner. Bids shall be presented on a blank form furnished by NCIRSWA, submitted in a sealed envelope marked "SE Slope Stability Project, NCIRSWA Sanitary Landfill," and accompanied by a separate envelope containing bid security in the amount of 5% of the bid as defined in Section 26.8 of the Iowa code and specified by the NCIRSWA in its bid specifications and contract.
