This Project is subject to compliance monitoring and enforcement of prevailing wage requirements by the California Department of Industrial Relations ("DIR") and the San Francisco Office of Labor Standards Enforcement. No contractor or subcontractor may be listed in a bid for a public works project and no contractor or subcontractor may be awarded a contract for public work on a public works project unless registered with the DIR per California Labor Code Section 1725.5 [with limited exceptions from this requirement for bid purposes only under California Labor Code Section 1771.1(a)]. The objective of the project is to provide permitting, excavation, traffic control, and restoration support for CDD crews to replace existing 2-inch and smaller galvanized water service lines with new copper services at various locations in San Francisco on an As Needed Basis. The work is to be performed in San Francisco, California. There will be no bid discounts for this contract. The Local Business Enterprise (LBE) subcontracting requirement is 5.00%. The LBE subcontracting requirement can only be met with certified San Francisco Micro and Small-LBEs. The requirement is less than 20% due to the variability of actual work scopes in an as-needed contract and the average LBE participation percentage on similar SFPUC contracts such as WD-2819, WD-2868R, and WD-2820R. Work required for this contract will be assigned on short notice in various locations within the City and County of San Francisco, and is minimal in scale, where each service pipe is no more than 50' in length perpendicular to the street and is less than 3' in depth. Furthermore, the work requires quick construction turnaround, where trenching and traffic control for each service replacement must be completed in a single day, and subsequent pavement restoration and traffic control must also be completed in a single day. SFPUC-LBEs cannot be counted towards meeting the LBE subcontracting requirement(s). Prime and Joint Venture level LBE participation cannot be counted towards meeting any of the LBE subcontracting requirement(s). LBE subcontractors must be certified with in the scope of work they are being listed to perform. All Bidders shall submit documented Good Faith efforts with their Bids as directed on C MD Form 2B, except those who exceed the above- stated subcontracting requirement(s) by at least 35%. Refer to Attachment 1. Failure to comply with Chapter 14B requirements may result in a Bid being deemed non-responsive and ineligible for Contract award. Subcontracting opportunities may include, but not limited, to the following major types of work: traffic control, trucking, hauling, saw-cutting, street excavation, pavement restoration. SFPUC encourages Bidders to submit a Safety Prequalification Form at least 3-weeks prior to the date of Bid opening. Bidders are required to pass the Safety Prequalification prior to SFPUC considering their bid submission complete. SFPUC will notify Bidders who have passed the Safety Prequalification prior to or on the date of Bid opening. Refer to Section 00 21 13 - Instructions to Bidders, "Bidder Qualifications" and Section 00 45 12 - Safety Prequalification for additional information. A Class "A" California Contractors License is required to bid. Furthermore, each listed subcontractor must possess appropriate active licenses for the work each subcontractor will be performing.
