The lowest or any bid will not necessarily be accepted. Bids submitted which indicate "own forces" for subcontract work, that in the opinion of the Owner cannot be successfully completed by the Contractor's employees will not be accepted. Bids not submitted on the required form will be rejected. Bids which are incomplete or qualified will be rejected.
