Reference number : 1647783 Options related to this notice: This notice includes renewal options (24 months) Estimated contract duration without options (in month): 36 The CISSS des Laurentides wishes to conclude an agreement concerning snow removal and abrasive spreading for the following establishment: Laurentian Hospital, Duquette Pavilion, Daycare, Boiler Room, Trailers, 25 beds, CHSLD PPL Address: 234 rue St-Vincent, Ste-Agathe-des-Monts All of the services requested must include snow removal from parking lots as well as various accesses to buildings (manual snow removal included), the spreading of abrasives and the cleaning of parking lots and land bordering parking lots after each winter. Essential technical criteria to be met: - Supplier must start clearing snow when 2.5 cm of snow has accumulated - Spreading salt must be done at the appropriate time so that traffic areas (vehicles and pedestrians) are safe. -During a snowfall, storm or blowing snow, the snow removal equipment must be distributed in such a way as to cover all the places to be cleared simultaneously. - When there is blowing snow, even without precipitation, SERVICE PROVIDER must ensure that all roads, parking lots and other designated places remain clear so that vehicles and pedestrians can circulate normally and without danger. SERVICE PROVIDER does not receive any additional payment for this last work. - No official notice will be given to the supplier to start operations. -The total removal of snow, includes the mechanical loading of snow collected from roads, parking lots and other designated places as well as the transport of this snow. - SERVICE PROVIDER will be responsible for supplying and spreading abrasive for the duration of the contract on all surfaces to be cleared included in this contract, including all building entrances and exits and pedestrian sidewalks. The spreading of abrasive must be carried out continuously. -SERVICE PROVIDER must leave yellow salt boxes measuring 30''x24''x24'' (5.5 ft3). -It is the responsibility of the supplier to supply these boxes at all times -It will be the responsibility of the supplier to choose the appropriate mixture of abrasive adapted according to the temperature, either anti-ice salt, sand or stone - On all concrete, paving stone and steel surfaces, the ice melter must be of the Ecolo type. Salt should not be abrasive or corrosive to all surfaces. -SERVICE PROVIDER must provide the necessary machines on each site during snow removal operations -SERVICE PROVIDER must have the appropriate equipment in order to be able to blow all the snow banks within 12 hours following the end of rainfall. -Due to the nature of the services provided at the CISSS des Laurentides (medical staff working day, evening, night, weekends and statutory holidays), it is impossible to clear snow without have vehicles parked. Thus, the initial clearing, during and after a snowfall, should be done as best as possible between parked cars. -During icebreaking, it may be possible for SERVICE PROVIDER to close part of the parking lot, under the authorization of the CISSS des Laurentides representative -SERVICE PROVIDER will be responsible for any accident that may occur during the exercise of its work on the grounds of the CISSS des Laurentides. -If damage occurs, SERVICE PROVIDER must replace at its own expense by the equivalent or superior and/or repair the breakage. -SERVICE PROVIDER must at all times clear the storm sewer covers as well as the standpipes within a radius of 2 meters. He will have to start clearing the snow, starting with the critical access roads, according to the directives of the CISSS des Laurentides representative. Snow clearing will take place as long as the snowfall is not over. -Snow removal must be completed within six (6) hours of the end of any snowfall Method of Billing - in the form of four (4) equal installments. -In order to carry out these operations in depth, parking sections will be released. The tenderer must repair and restore to good condition or replace, to the satisfaction of the CISSS des Laurentides, any damage caused -The grassy areas must be repaired using top quality and approved topsoil and peat -In the event that CISSS des Laurentides would have urgent needs, he must be able to contact a person designated by the SERVICE PROVIDER and assigned to these specific needs, at a direct number toll free and without delay -If the SERVICE PROVIDER fails to fulfill any of its commitments and cannot correct the situation within a maximum of two (2) hours after a written or verbal warning, the CISSS des Laurentides reserves the right to have the work carried out by a third party and the inherent costs will be borne by the SERVICE PROVIDER. SERVICE PROVIDER must hold a civil liability insurance policy worth $5,000,000 -Subcontractors - the SERVICE PROVIDER must obtain prior authorization from the PUBLIC BODY to subcontract part of the performance of the Contract and comply with the requirements laid down. -Snow removal services must also be carried out continuously, 24 hours a day, seven days a week. -Snow collection and transport to an outdoor site at all times. -All equipment must be clearly identified and visible in the form of lettering with the name of the contractor -The grassy areas must be repaired using top quality and approved topsoil and peat. -Services on call 24/24 7 days a week -Make sure you can send your equipment to the address of the establishment within 30 minutes of the call. The CISSS des Laurentides invokes a lack of competition for this type of contract in the Sainte-Agathe region and believes that it is not in the public interest to call for tenders.
