Site work and paving for a mixed-use development in Alden, New York. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; sidewalk / parking lot; and water / sewer project.

For Elm Street Road Reconstruction Project - The impervious area under existing conditions from Broadway to Elm Street is 45,190 SF while the disturbed impervious area under proposed conditions is approximately 42,670 SF. The impervious area has been decreased over the 0.24 miles of roadway which will decrease the peak runoff rates for the various storm events The work will be in close proximity to existing underground utility lines, sanitary sewer mains and force mains, storm drainage structures, sanitary manholes and other structures. The Contractor shall notify all utilities at least two days prior to any excavation. The Contractor shall fully familiarize himself with all existing piping and underground facilities. The Contractor shall protect existing facilities. The Contractor shall utilize every precaution to protect such structures and utilities from any and all damage, with the understanding that all damage shall be repaired or replaced as directed by the Engineer at no additional cost to the Owner. 1. The Contractor shall video record the limits of the project and work area prior to start of work. Five (5) copies of the Engineer-approved video shall be furnished to the Owner prior to the start of work. The cost shall be included in the cost of the Mobilization bid item. 2. The Contractor shall provide and install all suitable signs, barricades, and other protective devices for the maintenance and protection of traffic that may be necessary for the construction of the work. The minimum standards shall be as set forth in the Manual on Uniform Traffic Control Devices (MUTCD) and NYS Supplement. 3. The Contractor and his Subcontractors shall ensure that the work area is adequately secured whenever work is unattended in order to protect the public. 4. The Contractor shall protect all existing features, utilities, or structures for the duration of the contract. The Contractor shall provide all shoring and bracing necessary to protect existing features. Damage to existing features, utilities, or structures as a result of work under this contract shall be replaced by the Contractor at no additional cost to the Owner. Items temporarily removed, with the Engineer's approval, shall be replaced in-kind upon completion of the project and to the satisfaction of the Owner. 5. All temporary easements/grading releases shall be obtained by the Contractor as necessary prior to start of work. 6. All costs for 1-4 above shall be included in the appropriate bid items. 7. The Contractor shall complete all work as shown on the drawings, figures, details and as indicated in the specifications. The work consists of, but not limited to: Storm sewer replacement and installation, and site repair and restoration. Any bids not delivered in person shall be mailed to the Village of Alden, 13336 Broadway, Alden, NY 14004.'' The Village of Alden is an exempt organization under the Tax law and is exempt from payment of Sales and Compensating Use Taxes on materials which are to be incorporated into the project and which are to be separately sold by the Contractor to the owner prior to incorporation into the project, pursuant to the provisions of the Contract. These taxes are not to be included in the bid. The owner reserves the right to waive any informalities and/or to reject any or all bids deemed to be not in the best interest of owner. Each bid must be accompanied by a non-collusive certification and a certified check of the bidder in the amount of 5% of the Bid (made payable to the owner) or a bid bond prepared on the form of bid bond acceptable to the OWNER, duly executed by the bidder as principal and having as surety thereon a surety company approved by the owner in the amount of 5% of the bid. Such checks or bid bonds will be returned to all except the three lowest bidders promptly after the opening of bids, and the remaining checks or bid bonds will be returned promptly after the owner and the accepted bidder have executed the Contract, or if no award has been made within 45 days of the bid opening, upon demand of the bidder at any time thereafter, so long as he has not been notified of the acceptance of his bid. This contract will be funded wholly or partially with federal funds, and as such, is subject to all federal rules and regulations pertinent thereto, including, but not limited to, federal policy of encouraging the participation of minority and women business enterprises as sources of suppliers, equipment, construction and services. Attention of bidders is particularly called to the requirements as to the conditions of employment to be observed and minimum wage rates to be paid under the Contract. MBE (10%), WBE (2%) Completion- 70 days of Notice to Proceed.
