2022 NJDOT RECONSTRUCTION OF NAUTILUS STREET, SHIP AVENUE AND SEAMAN AVENUE in BOROUGH OF BEACHWOOD, OCEAN County, New Jersey. Bid forms, contracts and specifications are available by contacting Remington & Vernick Engineers. Contact shall be made by phone or by email to make bid purchase arrangements. At 732-286-9220 or by submitting RVEbidinterest@rve.com. Base Bid 1. Clearing Site - item shall include the removal and approved off-site disposal of all existing asphalt, concrete, and all else required to install the proposed improvements as shown on the plans. Construction shall occur in accordance with Section 201 - Clearing Site of the 2019 NJDOT Standard Specifications for Road and Bridge Construction. All costs associated with removal of existing structures, saw cutting, and excavation to proper depths shall be included in the lump sum bid item "Clearing Site". 2. Mobilization - Item shall include preparatory work and operations, including moving personnel, equipment, supplies, and incidentals to the Project Limits. It also includes all other work performed and costs incurred before beginning work on various Items in the Contract. Mobilization shall occur in accordance with Section 154 - Mobilization of the 2019 NJDOT Standard Specifications for Road and Bridge Construction. 3. Inlet Filters - shall include all labor, materials, and equipment necessary and incidental to complete the work in accordance with Section 158 - Soil Erosion and Sediment Control, and Water Quality Control of the 2019 NJDOT Standard Specifications for Road and Bridge Construction. 4. Construction Identification Signs - item includes placement of Construction Signs as required in accordance with Section 159 - Traffic Control of the 2019 NJDOT Standard Specifications for Road and Bridge Construction. Construction Signs shall be used in accordance the Manual for Uniform Traffic Control Devices (MUTCD) and the Traffic Control Plan provided in the construction plans. 5. Traffic Drums - item includes placement of drums as required in accordance with Section 159 - Traffic Control of the 2019 NJDOT Standard Specifications for Road and Bridge Construction. Traffic Drums shall be used in accordance the Manual for Uniform Traffic Control Devices (MUTCD) and the Traffic Control Plan provided in the construction plans. 6. Traffic Cones - item includes placement of traffic cones as required in accordance with Section 159 - Traffic Control of the 2019 NJDOT Standard Specifications for Road and Bridge Construction. Traffic Cones shall be used in accordance the Manual for Uniform Traffic Control Devices (MUTCD) and the Traffic Control Plan provided in the construction plans. 7. Milling, 0"- 1-1/2" Thick - includes variable depth milling (2" at gutter line, 0" at centerline) and offsite disposal of the asphalt roadway as shown on the Plans and Details.Construction shall be as outlined in Section 401 - Hot Mix Asphalt (HMA) Courses of the NJDOT "2019 Standard Specifications for Road and Bridge Construction." The Contractor shall include all costs associated with the work in the per square yard unit price bid for "MILLING, 0"-1-1/2" THICK". 8. Roadway Excavation, Unclassified - item shall include roadway excavation at the locations and depths shown on the plans and details. Construction shall be as outlined in Section 202 - Excavation of the 2019 NJDOT Standard Specifications for Road and Bridge Construction. 9. Dense Graded Aggregate Base Course, 6" Thick - shall include installation of base course to the appropriate depth to the limits of the proposed improvements as shown on the plans. Construction shall be as outlined in Section 302 - Aggregate Base Course of the 2019 NJDOT Standard Specifications for Road and Bridge Construction. 10. Hot Mix Asphalt Base Course, 12.5M64, 2-1/2" Thick - item shall include installation of hot mix asphalt base course as shown on the plans and as required to complete the project. Construction shall be as outlined in Section 401 - Hot Mix Asphalt (HMA)Courses of the 2019 NJDOT Standard Specifications for Road and Bridge Construction. Item shall include installation of CSS-1 Tack Coat immediately before beginning paving operations at all mill and overlay locations shown on the plans and as required to complete the project. Construction shall be as outlined in Section 401 - Hot Mix Asphalt (HMA) Courses of the 2019 NJDOT Standard Specifications for Road and Bridge Construction. No separate payment shall be made for Tack Coat. Costs for same shall be included in the various bid items. 11. Hot Mix Asphalt Surface Course, 9.5M64, 1-1/2" Thick - shall include installation of hot mix asphalt surface course as shown on the plans and as required to complete the project. Construction shall be as outlined in Section 401 - Hot Mix Asphalt (HMA) Courses of the 2019 NJDOT Standard Specifications for Road and Bridge Construction. Tack Coat shall be installed prior to paving. No separate payment shall be made for Tack Coat; the cost for same shall be included in the various items. 12. Hot Mix Asphalt Leveling Course, 12.5M64- item shall include installation of hot mix asphalt base course as shown on the plans and as required to complete the project. Construction shall be as outlined in Section 401 - Hot Mix Asphalt (HMA) Courses of the 2019 NJDOT Standard Specifications for Road and Bridge Construction. Item shall include installation of CSS-1 Tack Coat immediately before beginning paving operations at all mill and overlay locations shown on the plans and as required to complete the project. Construction shall be as outlined in Section 401 - Hot Mix Asphalt (HMA) Courses of the 2019 NJDOT Standard Specifications for Road and Bridge Construction. No separate payment shall be made for Tack Coat. Costs for same shall be included in the various bid items. NO BIDS ARE TO BE DROPPED OFF AT THE ENGINEER'S OFFICE. ALL BIDS ARE TO BE DELIVERED PRIOR TO THE BID OPENING DATE AND TIME. The Borough Of Beachwood reserves the right to consider the bids for sixty (60) days after the receipt thereof, and further reserves the right to reject any or all bids, either in whole or in part and also to waive any informality in any and make such awards or take action as may be in the best interest of the Borough Of Beachwood. Bids must be on the bid form prepared by Remington & Vernick Engineers, in the manner designated therein and required by the specifications, must be enclosed in sealed envelopes bearing the name and address of the bidder on the outside and also bearing on the outside reference to the particular work bid upon. Said bids shall be addressed to SUSAN MINOCK, Municipal Clerk, 1600 Pinewald Road, Beachwood, NJ 08722. Each bid shall be accompanied by a certified check, cashier's check or bid bond duly executed by the bidder as principal and having as surety thereon a surety company approved by the Borough Of Beachwood in an amount not less than ten percent (10%) but in no case in excess of $20,000.00 of the amount bid. Any such bid bond shall be without endorsement or conditions. Bid shall also be accompanied by a certificate letter from a surety company stating that it will provide the bidder with the completion bond. The award of the contract shall be made subject to the necessary moneys to do the work being provided by the Borough Of Beachwood in a lawful manner. The contract to be executed by the successful bidder will provide that it shall not become effective until the necessary moneys to do the work have been provided by the Borough Of Beachwood in a lawful manner. The award shall further be subjected to the securing of necessary State, Federal or Local permits governing the work. Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq., N.J.A.C. 17:27 (Affirmative Action), N.J.S.A. 34:11-56.25 et seq.(New Jersey Prevailing Wage Act), and Americans with Disabilities Act of 1990 (42 U.S.C. S12101, et seq.). The contractor is further notified that he must comply with N.J.S.A. 52:25-24.2, and submit a Disclosure Statement listing stockholders with his bid. The contractor is further notified that he must comply with N.J.S.A. 34:11-56.48 et seq. Public Works Contractor Registration Act and he and any subcontractors must be registered in accordance with the act. The contractor is also further notified that he must comply with N.J.S.A. 52:32-44 and submit proof of business registration and submit proof of business registration for any named subcontractors in accordance with the act.
