Site work and paving for a mixed-use development in Duchesne, Utah. Conceptual plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; and sidewalk / parking lot.

Duchesne County hereby establishes this request for proposals (RFP) for the cultural resource review phase of a proposed off-highway vehicle (OHV) trail located on the U. S. Forest Service's Ashley National Forest in Duchesne County. All interested professional services firms are requested to submit offers proposing the scope of work necessary to identify historic properties (cultural resources eligible for listing on the National Register of Historic Places) within the project area. This project is part of a proposed 60" OHV trail to be constructed on the south slope of the Ashley National Forest, in the Pole Creek Mountain area east of Uinta Canyon. The OHV trail will spur off of Forest Service road # 289 3.22 mi., climbing 1,250.00 vertical feet up Harmston Canyon. The trail will terminate at, and connect to, Forest Service road #290. Duchesne County intends to award a professional services firm to complete a National Historic Preservation Act (NHPA) Section 106 Review of the Harmston Canyon OHV trail's area of potential effect (APE). This APE shall be 29.88 ac., with a survey strategy of a 2-person pedestrian survey at 15-m. transect intervals with one person walking on either side of the centerline of the proposed route. Within the APE, the awarded firm would conduct an intensive level cultural resource survey (Class III inventory), organize data into site documentation, and consolidate findings into a final report. Survey results, the associated data, any geographic information system created, and the final report will be submitted to the U. S. Forest Service archeologist for review and approval. The approved documentation will also be submitted to the Uintah and Ouray Ute Tribal Historical Preservation Office. All fieldwork, the draft report, and final report is expected to be completed and submitted within 5 months of the execution of the awarded contrac The contract shall be awarded to the responsible and responsive offeror whose proposal is determined in writing to be the most advantageous to the county, taking into consideration the price and evaluation factors set forth in the request for proposals. No other factors or criteria shall be used in the evaluation. The method of contractor selection has not been determined at this time.
