The State of Delaware Department of Natural Resources and Environmental Control, seeks professional services to provide consulting services related to the adoption and implementation of state building codes and energy conservation codes. Deadline for Questions Date: October 14, 2022 Response to Questions Posted by Date: October 21, 2022 Estimated Notification of Award Date: November 14, 2022 Each proposal must be accompanied by a transmittal letter which briefly summarizes the proposing firms interest in providing the required professional services. The transmittal letter must also clearly state and justify any exceptions to the requirements of the RFP which the applicant may have taken in presenting the proposal. (Applicant exceptions must also be recorded on Attachment 3 ) The Delaware Department of Natural Resources and Environmental Control (DNREC) is charged with reviewing the State Energy Conservation Codes for potential updates to the IECC and ASHRAE energy standards on a triennial cycle. DNREC is currently in the third year of this cycle and is preparing to amend the State Energy Conservation Code Regulations in July 2023. The codes must go through a full regulatory development process, including public hearings and consideration of public comment on the changes. The energy codes adopted through this process apply statewide, but enforcement is conducted by county and municipal code enforcement officials. The method of contractor selection has not been determined at this time.
