The City of Grandview, Texas is taking proposals/bids for Janitorial Cleaning Services. Proposal/Bid Requirements 1. Proof of Insurance Bonding for theft or damage to City property, which includes spreading of information to others obtained through the janitorial service with a limit of not less than $500,000. If currently not bonding, documentation from insurance company of the bonding that will be received if contract is awarded. 2. Price 3. References 4. Description of equipment and ability to perform the work. 5. Passing of criminal background and credit check. There will be no pre bid meeting, but serious and qualified bidders may view facilities by making an appointment by calling 817-866-2699. Services requested, but maybe subject to change are; 1. Weekly vacuuming, dusting, garbage disposal, bathroom cleaning and other needed services of City Hall, Police Department, and Public Work Offices. 2. Semi Annual Deep cleaning of above facilities which includes window cleaning. Evaluation Criteria 1. 20% Qualification of key personnel 2. 20% Experience/Prior Performance 3. 20% References 4. 20% Thoroughness of application which includes suggestions of services needed. 5. 20% Price Cleaning Supplies Contractor will provide all cleaning supplies such cleaners, furniture polish, vacuum cleaners, mops, cleaning rags and towels. City will provide items such as toilet paper, hand towels, trash bags, entry mats, and other supplies necessary for the operation of the City. Rejection of Bids The City reserves the right to reject any or all bids to waive technicalities at its opinion when in the best interest of the City. Bids will be considered irregular if they show any omissions, alteration of form, additions, or conditions not called for, unauthorized alternate bids or irregularities of any kind. However, the City reserves the right to waive any irregularities and to make the award in the best interest of the City. Potential reasons for rejection of bids will include, but are not limited to: 1. Bids received after the time limit for receiving bids as stated in the advertisement. 2. Proposal containing any irregularities. 3. Unbalanced value of any items. 4. Reason for believing collusion exists amount bidders. 5. The bidder being interested in any litigation against the City or appears to have or currently be attempting hinderance the public duties with the current elected officials or administration. Other The City, in most cases, is exempt from paying sales tax. Unless legal information is provided from the bidder's attorney, tax professional, or the State of Texas on the behalf of the bidder, bills submitted with sales tax will not be honored. It is suggested the awarded bidder request and receive from City the Texas Sales Tax Exemption form before work is done, for proof incase they are later subjected to sales tax audit. The agreement to the winning bidder will include the ability of either party to cancel the agreement with a 30-day notice unless a party defaults on their obligation or requirements in which case the other party may cancel immediately. Agreement period will be for one year with possible annual extensions of up to five additional years
