The proposed improvement shall consist of the removal of existing grass at the bottom of the north basin, incorporate leaf compost, installation of native plantings, as well as all other necessary related work. Installation work is to be completed this year. In addition, an alternate add-on quote to provide a 3-year maintenance program to help establish native plantings. per the OPERATIONS AND MAINTENANCE PLAN for 52nd Ave Detention Basin Naturalization Document will be accepted and considered in addition to the landscape construction. All bid proposals offered must be accompanied by a bid bond, cashier's check, or certified check in an amount which shall not be less than Ten Percent (10%) of the total amount of the bid as a guarantee that if the bid proposal is accepted, a contract will be entered into and the performance of the contract properly secured. The bid bonds or checks shall be made payable to the order of the President and Board of Trustees of the Village of Oak Lawn. No bid proposal shall be considered unless accompanied by such bid bond or check. A performance bond and payment bond in the amount of One Hundred Percent (100%) of the contract price and with a corporate surety approved by the Village of Oak Lawn, will be required from the successful bidder to guarantee the full performance of the contract. The Contractor will be required to pay no less than the prevailing wage rates on this project as established by the U.S Department of Labor and must comply with the equal opportunity provisions set forth in the contract documents, including MWRDGC Multi-Project Labor Agreement and Purchasing requirements. The Contractor shall also comply with all Federal, State, and Local regulations. The Village reserves the right to determine the lowest responsible bidder, to waive irregularities, and to reject any or all bid proposals.
