Reference Number: AB-2022-05805 This Request for Proposal (RFP) is an invitation by the County of Wetaskiwin No. 10 to qualified Proponents to provide a written proposal for the provision of Gravel Road Maintenance, Motor Grader Services over a three-year term (2023-25), for Patrol Area 12 that includes 154 km (96 mi.) of roadway. BACKGROUND The County of Wetaskiwin is a large rural municipality located approximately 50 km south of Edmonton, AB. It's total land area measures 3,122 km2 and has a population of 11,200. It contains a blend of agriculture, oil and gas industries, manufacturing, recreation areas, lakes, numerous country residential communities, and eight Hamlets. The County is divided into twelve (12) unique Patrol Areas. Each of these Patrol Areas are maintained by a motor grader and Operator who is responsible for the daily maintenance of gravelled roadways. This includes blading and shaping during the summer seasonal months of April to October (7 months), and snow and ice removal (winter operations) during the five winter (5) months of November to March. The following description of the Work focuses on two main service level components further described as "Winter" and "Summer" Operations. The patrol area for the proposed contracted services is Patrol Area 12 which is located in and around the Hamlet of Alder Flats, approximately 105 km west of the City of Wetaskiwin, and is comprised of 154 km of a gravelled roadway network. A map of Patrol Area 12 is included in Appendix A. Under the direction of the Director of Public Works or his assigned designate, the Proponent is to undertake the Work as described in this RFP. Scheduling due to weather conditions is determined by the County and can be adjusted due to need, or for emergent conditions as they may occur. Scheduling can often vary from the normal day-to-day gravel road maintenance operations. The Proponent shall commence and discontinue work and services only upon the direction of the Director of Public Works or his designate. Hours of work and location of required work shall be regulated solely by the County.
