Project Name: Queen Creek Performance Measures Project (TRACS) Number: T0294 01X District: Central Route/MP: Various Locations Funding Source: CMAQ Construction Funding FY: FY 2023 The Town of Queen Creek (Town) has an on-going Procurement project that furnished and installed automated traffic signal performance measures and remote adaptive signal control equipment at 27 intersections throughout the Town in Maricopa County and ATSPM software modules to the existing traffic signal management software system. The project goal is to assess the accuracy of video-based traffic detectors data at the signalized intersections within the Town limits. This project shall use statistical analysis for comparing video detector data compared to ground truth data. No new right of way is anticipated. Utility relocations are not anticipated. The project final deliverable must be completed, reviewed, and accepted by the Town and ADOT by June 30, 2023. The scope of the project is the validation of detector data collected at eight signalized intersections for all approaches during six specific traffic condition time periods (two hours) within the Town limits. Qualified consultants shall be experienced and prepared to use applied statistical analysis in the comparison of the count values obtained from the video-based traffic detectors and ground truth data derived from the recorded videos applied to the same sample population and determine, recommend and implement the most appropriate hypothesis testing methodology as well as make recommendations and use acceptable thresholds. It is suggested that the qualified consultant use a playback speed adjustable player to review the video recordings, such as VLC player, which is a free-product and includes an adjustable playback speed to very fine levels. Specific scope items include: Coordinate with the traffic detector vendor to collect and preserve count data for analysis. Conduct Quality Control on the derived ground truth data. Avoid abnormal traffic conditions at the study sites during the evaluation periods. Apply statistical analysis to compare the video based traffic detector and ground truth data, recommend, and apply appropriate data bin size. Assess the count accuracy by approach, by lane, by time period. Develop a technical memorandum including descriptions of location and data collection details, assessment of detector accuracy by approach and lane by lane, by turning movement, and by time period. Develop an overall accuracy score for each intersection. Develop a technical memorandum detailing the basis for the analysis process and prepare and present the results and summarize recommendations/outcomes from the analysis. Provide four independent observers for ground truthing lane by lane count and presence data at the project locations for each traffic condition interval and recommend and apply the appropriate applied statistical methodology and threshold ensuring count accuracy between observers and the process to cure any observed count anomalies. Qualified Project Managers shall have formal graduate university-level courses and experience in applied statistical analysis for same sample size population comparison and similar projects.
