The project is expected to be awarded on January 17, 2023.** General Work Description: The City of Fairfield proposes a Highway Safety Improvement Program project to remove and replace guardrails at 22 locations, including: Huck Rd 1600 ft from Cement Hill Rd, Cement Hill Rd WB across from Vaca valley RC club, Clay Bank t Manuel Campos, Manuel Campos/Clay Bank at Portland Dr, WB Airbase Pkwy at Walter Rd, WB airbase Pkwy at 1300 ft west of Walters Rd, WB Airbase Pkwy at 1000 ft west of Heath Ave, EB Air Base Pkwy on ramp from N Texas, EB Airbase Pkwy at 2600 ft east of Dover Ave, EB Airbase Pkwy at 3570 ft east of Clay Bank Rd, Martin Rd at 2499 Martin Rd, Lopes 870 ft south of Gold Hill Rd, Lopes 550 north of Silver Creek Rd at American Canyon Creek Trail, Red Top next to Jack in the Box, Red Top across from dairy protecting power lines, Lopes at Bridgeport, Central W y at Grobric Ct, 4464 Central Wy north side of Rd, Bridge on Link east of Starwood Ct, 3059 Rockville Rd at Bridge Ledge wood Bike path. This project has a goal of 17% disadvantaged business enterprise (DBE) participation. Each bid must be in accordance with the provisions of the contract documents now on file with the City Engineer, City of Fairfield, Fairfield, California, which contract documents are incorporated herein by reference and made a part hereof. Bid Guaranty and Bonding Requirements are as follows: (a) a bid guarantee in the amount of 10% of the bid price must be submitted with bid proposal, (b) the successful bidder shall furnish a payment bond and a performance bond in the amount of 100% of total bid price. 4. Proof of compliance with insurance requirements (including certificates of insurance and additional insured endorsements) shall be provided by the successful contractor. Coverage shall be for the following amounts: (a) Commercial General Liability - $3,000,000 each occurrence, $6,000,000 each aggregate, (b) Automobile Liability - $1,000,000 each occurrence, and (c) Worker's Compensation/Employer's Liability - $1,000,000 each occurrence. Other Requirements: THIS PROJECT IS SUBJECT TO THE "BUY AMERICA" PROVISIONS OF THE SURFACE TRANSPORTATION ACT OF 1982 AS AMENDED BY THE INTERMODAL SURFACE TRANSPORTATION EFFICIENCY ACT OF 1991. 6. The City of Fairfield hereby affirms that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, colour, or national origin in consideration for award. Pursuant to Section 1773 of the Labour Code, the general prevailing wage rates in the county, or counties, in which the work is to be done have been determined by the Director of the California Department of Industrial Relations. These wages are set forth in the General Prevailing Wage Rates for this project, available at City of Fairfield Public Works Department and from the California Department of Industrial Relations' Internet web site. Future effective general prevailing wage rates, which have been predetermined and are on file with the California Department of Industrial Relations are referenced but not printed in the general prevailing wage rates. Attention is directed to the Federal minimum wage rate requirements. If there is a difference between the minimum wage rates predetermined by the Secretary of Labour and the general prevailing wage rates determined by the Director of the California Department of Industrial Relations for similar classifications of labour, the Contractor and subcontractors shall pay not less than the higher wage rate. The Department will not accept lower State wage rates not specifically included in the Federal minimum wage determinations. This includes "helper" (or other classifications based on hours of experience) or any other classification not appearing in the Federal wage determinations. Where Federal wage determinations do not contain the State wage rate determination otherwise available for use by the Contractor and subcontractors, the Contractor and subcontractors shall pay not less than the Federal minimum wage rate, which most closely approximates the duties of the employees in question. The U.S. Department of Transportation (DOT) provides a toll-free "hotline" service to report bid rigging activities. Bid rigging activities can be reported Mondays through Fridays, between 8:00 a.m. and 5:00 p.m., Eastern Time, Telephone No. 1-800-424-9071. Anyone with knowledge of possible bid rigging, bidder collusion, or other fraudulent activities should use the "hotline" to report these activities. The "hotline" is part of the DOT's continuing effort to identify and investigate highway construction contract fraud and abuse and is operated under the direction of the DOT Inspector General. All information will be treated confidentially and caller anonymity will be respected. 8. This contract is subject to state contract non-discrimination and compliance requirements pursuant to Government Code, Section 12990. The Contractor shall perform with his/her own organization, work of a value amounting to not less than fifty (50) percent of the remainder obtained by subtracting from the total original value the sum of any items that may be designated as "Specialty Items" in the Special Provisions. 11. Pursuant to the California Integrated Waste Management Act of 1989, Assembly Bill, at least 50% of the waste generated from this construction project, as measured by weight, shall be recycled. Whomever is responsible for collecting and transporting waste stored and/or transported in containers, as defined in Chapter 9 of the Fairfield Municipal Code (section 9.030 "Defined Terms and Phrases"), shall become authorized to do so by entering into a Collection Agreement approved by the City of Fairfield. The collectors and/or haulers of all other waste generated by this project shall not require authorization, but the recycling requirements will still apply and will be monitored for compliance by the City. Public Works staff shall indicate on the sealed bid the time and date of bid receipt to validate the bid was appropriately received. Bids received after the time and date specified in the Notice to Contractors shall be rejected as invalid.
