Guillaume-Couture, Levis (Quebec) G6W 0R8 The Societe quebecoise des infrastructures (hereinafter the "Societe") is issuing a public call for tenders for construction work for the contract mentioned in the title. Caution : Note that only the documents required by the Company under the terms of this call for tenders must be submitted with the tender, so as to avoid any situation which would result in the tender being restrictive or conditional.
IMPORTANT NOTICES The Company has removed the following forms from its contractual documents: Certificate relating to the probity of the tenderer ;
Statement regarding lobbying activities;
Certificate relating to the absence of conflict of interest.
The content of these forms has been incorporated into the Instructions to Tenderers and declarations are now made by signing the Tender Form. Additional signature spaces have been added to the Submission Form to allow the signature of each member of a non-legally organized consortium when the latter has not identified a member, by proxy, to sign as the representative of the consortium. Recommendation for submission of tenders electronically In order to preserve the health of the personnel of its organization, the Company is implementing preventive measures to combat the COVID-19 pandemic. Therefore, the Company strongly recommends that bidders submit their bid electronically through the electronic bidding system. Authorization to contract/certificate from Revenu Quebec It is strongly suggested that bidders make their request for a certificate from Revenu Quebec and, if applicable, their request for authorization to contract with the Autorite des marches publics as soon as possible, in accordance with the requirements of the contract documents, in order to to ensure that these requirements are met before the deadline date and time indicated in the Instructions to tenderers and/or in the Additional Instructions . Non-participation in the call for tenders Any person or company having obtained the contractual documents and who does not submit a bid, undertakes to complete the "Non-participation questionnaire" form included in the contractual documents and to send it to the Company at following email address: infosoumission5@sqi.gouv.qc.ca Subcontractors Submissions All subcontractors subject to the Quebec Bids Office (BSDQ) must, when filing their electronic bid with the BSDQ, indicate the Company as "Recipient" using the "Bidder" menu of the electronic transmission system submissions (TES). WORKS DURATION Construction work ( 44530378 ) : The work required under this invitation to tender must be completely completed within 8 weeks (including public holidays, construction holidays and the time required for the supply of materials/equipment) from the date of the authorization to start work. The probable start date of the work is between January 2 and January 31, 2023. Maintenance (44527702) : The services covered by this call for tenders are required for a period of 36 months, starting the day after the date of issue of the certificate of acceptance with reservations of the construction works of contract 44530378. SUBMISSION GUARANTEE No tender guarantee is required. Any tenderer must note that if he refuses to respond to his tender, the Company may reject any tender presented by this tenderer to the Company during the next two years. TERMS Only bids submitted by bidders who meet the following conditions will be considered: 1- have, in Quebec or in a territory covered by an applicable intergovernmental agreement, an establishment where he carries out his activities on a permanent basis, clearly identified in his name and accessible during normal office hours; 2- have the required qualifications and hold the licenses required under the Building Act (CQLR, chapter B-1.1). TRANSMISSION OF COMPLAINTS All complaints made to the Societe under section 21.0.4 of the Act respecting contracting by public bodies (CQLR, chapter C-65.1) must be received at complaint@sqi.gouv.qc.ca, no later than the deadline set for receipt of these as indicated in the Additional Instructions . INFORMATION Tenderers who wish to receive clarifications concerning the call for tenders must communicate in writing to the e-mail address designated below maximum three working days before the deadline date and time for receipt of tenders , taking care to mention the SEAO contract, project and notice numbers in the subject line of the email. The Company also asks the bidder to use the form Questions during the call for tenderswhen it is provided for in the tender documents by addressing a maximum of 25 questions per form. If such a request for clarification is received two working days or less before the deadline date and time for receipt of tenders, the Company reserves the right not to consider it.
