Site work for a road / highway in Spring Hill, Tennessee. Conceptual plans call for site work for a road / highway.

The City of Spring Hill, an Equal Opportunity, Affirmative Action Employer, seeks to retain the services of a professional consultant engineering firm to provide services related to traffic signal optimization and timing along Columbia Pike (SR-6/US-31) from Miles Johnson Parkway to Thompsons Station Road. This project is funded with Congestion Mitigation and Air Quality (CMAQ) funds. The project shall be accomplished in accordance with TDOT Local Programs guidelines. The professional consultant engineering consulting firm must be on TDOT's pre- approved list or have a completed pre-qualification form filed with TDOT by the deadline for the Letters of Interest. The prequalified firm must have unlimited status. Responsibilities of the professional consultant firm include, but are not limited to: Required Scope of Services - Traffic engineering - Signal design - Signal optimization and timing - Travel time runs and traffic data collection - Preparation of NEPA technical studies and documentation - Air quality analysis for CMAQ grant compliance - Familiarity with CMAQ grant documentation requirements The traffic signals included in this project are as follows: - SR-6 at Thompsons Station Road - SR-6 at Buckner Road - SR-6 at Mary Ann Circle/Williford Court (under construction, expected to be complete in February 2023) - SR-6 at Wilkes Lane - SR-6 at Campbell Station Parkway - SR-6 at Wal-Mart - SR-6 at Commonwealth Drive - SR-6 at Miles Johnson Parkway Estimated Project Schedule - Begin preliminary engineering and NEPA - December 2022 - NEPA completion - June 2023 - Preliminary plans complete - August 2023 - Advertise project for bids - October 2023 For Phase I evaluations firms shall submit letters of interest (not to exceed 3 pages) with firm contact information including name, address, and e-mail of primary contact. The letters of interest shall also include: - Experience with traffic engineering and traffic signal optimization studies and implementation - Knowledge of CMAQ grant documentation requirements - Experience with CMAQ related air quality documentation - Statement of professional engineering licensure in the State of Tennessee - Staff capabilities of the prime consultant - TDOT prequalification status From the letters of interest, the City of Spring Hill will select 3 qualified firms to submit Phase II qualifications. From this list the top ranked consultant will be selected. The City of Spring Hill will evaluate the top 3 firms on the following criteria (relative weight): a. Workload capacity and staff availability (20%) b. Past performance on related projects (25%) c. Project approach/methodology, including project understanding (30%) d. Key staff qualifications and experience on similar projects (25%) The consultant evaluation committee holds the ability to conduct interviews based on scoring as Phase III Evaluation. Interested consulting firms may submit questions no later than October 12, 2022, at 3:00 PM central time.
