The project generally includes new metal panel installation as shown. Project shall be substantially complete before March 31, 2022 or later as approved by Owner. The Owner will open and read aloud all bids immediately after the specified closing time. All bidders are invited to attend the formal opening of bids. No bidder shall modify, withdraw or cancel his bid or any part thereof for sixty days after the time designated for the receipt of bids. Additional Doc Acq Note: Not later than 30 days after the opening of bids, document deposit will be refunded to the Contractors who have submitted bids. All documents must be returned to the Architect, complete and in good condition within the 30-day period after opening of bids or the deposit will be forfeited. Contractor shall include with his proposal, a bid security in the form of a bid bond made payable to Board of Education, Beardstown C.U.S.D. No. 15, Beardstown, Illinois, in the amount of ten (10%) of the base bid. The Owner shall have the right to reject any or all bids and in particular to reject a bid not accompanied by any required bid security or data required by the Bidding Documents or a bid in any way incomplete or irregular. The Owner shall have the right to waive any informality or irregularity in any Bid received. It is the intent of the Owner to award a contract to the single lowest qualified bidder, provided the Bid has been submitted in accordance with the requirements of the Bidding Documents, is judged to be reasonable, and does not exceed the funds available. Should the Owner elect to proceed with the work, the Owner will notify the apparent low bidder of his intent to enter into a contract. The work shall begin upon issuance of A Notice to Proceed" and shall be completed prior to the completion date in the Owner-Contractor Agreement. The Owner will require successful bidder to furnish, prior to the execution of a Contract, Performance Bond and Payment Bond in form similar to Form A312 currently issued by The American Institute of Architects or in such form as the Owner prescribes and with such sureties as approved by the Owner. Bonds shall be in an amount equal to 100% of the Contract Sum and shall be in accordance with the Instructions to Bidders. The Contractor shall pay the premiums for these bonds. The Contractor shall comply with all applicable laws of the State of Illinois and the United States of America, including but not limited to the "Preference to Citizens (Illinois) on Public Works Projects Act" and the Wages of Employees on Public Works (Prevailing Wage Act), including but not limited to the following paragraph: The general prevailing rate of wages in the locality for each craft or type of worker or mechanic needed to execute the contract or perform such work, also the general prevailing rate for legal holiday and overtime work, as ascertained by the public body or by the Department of Labor shall be paid for each craft or type of worker needed to execute the contract or to perform such work. Bidders shall comply with amended changes of Prevailing Wage Act Section 5per Public At 094-0515 regarding record keeping and submittals.
