The Mission and Installation Contracting Command (MICC) - Joint Base Lewis -McChord (JBLM), Washington has a requirement for a single award Firm Fixed Price (FFP) contract for JBLM Kitchen Hood Cleaning Services in support of the United States Army Directorate of Public Works (DPW) located at JBLM to include the areas of JBLM-Main, JBLM-North, JBLM-McChord Field, and Yakima Training Center (YTC). Services include the Contractor, partnering with the installation, and providing the personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to inspect and clean kitchen hoods. Services must be in accordance with procedures recommended by the respective manufacturer(s), commercial industry practice, and in compliance with National Fire Protection Association 96 (NFPA 96) standards. The term of the contract will consist of a 12-month base performance period, and four (4) 12-month option periods, commencing on or about 1 December 2022. The designated North American Industry Classification System (NAICS) code is 561210, Facilities Support Services; the Small Business Administration size standard is $41.5M. No paper copies of the solicitation will be distributed; the solicitation and applicable attachments and technical exhibits will only be available via the Contract Opportunities section of the SAM.gov website at https://sam.gov/. The solicitation will provide site visit/pre-proposal conference information if needed. Prospective contractors must be actively registered in the System for Award Management (SAM) under the NAICS 561210 in order to be eligible to receive an award from this solicitation. For more information, visit the website at https://www.sam.gov/. Notification of any changes (amendments) to the solicitation will be posted only at the SAM.gov website, https://sam.gov/. It is the prospective contractor's responsibility to check the website frequently for any updates, amendments or any additional information. The Government will not be held responsible for any information a prospective contractor does not receive once the information is issued on SAM.gov. POP 01-DEC-2022 TO 30-NOV-2023 AVAILABILITY OF FUNDS FOR THE NEXT FISCAL YEAR (APR 1984) Funds are not presently available for performance under this contract beyond 30 September 2022. The Government's obligation for performance of this contract beyond that date is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise for performance under this contract beyond 30 September 2022, until funds are made available to the Contracting Officer for performance and until the Contractor receives notice of availability, to be confirmed in writing by the Contracting Officer. This acquisition will be conducted utilizing the procedures of FAR Part 12 and FAR Subpart 13.5. 1.2. The Offer. The submission of the documentation specified below will constitute the offeror's acceptance of the terms and conditions of the Request for Proposal (RFP) and concurrence with the Performance Work Statement (PWS) and contract type. Noncompliance with the RFP requirements may hamper the Government's ability to properly evaluate the proposal and may result in the proposal's elimination from further consideration for contract award. W911S822R0025 Page 124 of 129 1.3. The Government intends to evaluate offers and award a contract without discussions with Offerors. Therefore, the offeror's initial offer should contain the offeror's best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. 1.4. Please use the following in the subject line of all communications: "ATTN: W911S8-22-R-0025 Kitchen Hoods Cleaning Services." 2. SITE VISIT AND PRE-PROPOSAL CONFERENCE 2.1. The Government will hold a site visit conference if needed/requested at Building 2015 in the Dallas Conference Room (Room 140), at Joint Base Lewis-McChord (JBLM), Washington 98433 on Tuesday, 18 October 2022 beginning at 12:30PM PDT. Attendance is at the Offeror's expense. All interested firms may attend with a limit of two (2) attendees per firm. Please submit, in writing, the names of attendees and any questions they may have in advance by e-mail: alexander.vicente.civ@army.mil , Attn. Alex Vicente, prior to 2:00PM PDT 17 October 2022. 2.2. Offerors are urged and expected to inspect the site where the work will be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable, and to attend the pre-proposal conference. The purpose of this site visit and the conference is to eliminate any possible misunderstandings of the terms of the solicitation. Technical questions will not be addressed during the pre-proposal conference. If the Government responses to technical questions affect the Performance Work Statement requirements or any other portion of the solicitation, an amendment to the solicitation will be issued. All questions must be submitted in writing unless, the solicitation is amended in writing it will remain unchanged. 2.3. In no event shall failure to inspect the site constitute grounds for a claim or adjustment after contract award. 2.4. To gain access to JBLM-Main and JBLM-North, if you do not have a contractor's badge, you must obtain a visitor's pass from the Visitor's Center immediately outside the Liberty Gate. Take exit 120 off Interstate 5 and proceed toward the Liberty Gate. Just prior to the Liberty Gate, turn right into the Visitor's Center parking lot. At the Visitor's Center service window, state that you need a one (1)-day pass to attend a meeting at the Mission and Installation Contracting Command, N 4th St., Building 2015, Room 140. For a one (1)-day pass, no prior arrangements are necessary and have not been made. Allow plenty of time to process through the Visitor's Center because it can be busy. To obtain the vehicle pass, the driver of the vehicle must present a valid driver's license with picture, proof of current vehicle insurance, and valid vehicle registration. All passengers in the vehicle must also enter the Visitor's Center and present a photo ID. Each passenger's name will be entered on the vehicle pass in addition to the driver's name. At the Liberty Gate entrance, guard personnel will check the vehicle pass along with the photo IDs of the driver and all passengers. . Driving directions to Building 2015: Once on post, proceed to the 3rd light, make a right onto Pendleton Ave. Once on Pendleton, proceed through three (3) traffic lights. N 4th St. will be on the left. If you pass the flashing yellow light in front of the fire station, you have gone too far. You may park on N 4th St. if space is available. There is also a parking lot on the side of Building 2015, a parking lot between Building 2015 and the other buildings in the quad, and a parking lot across Pendleton Ave. As you face the front of Building 2015, Room 140 (Dallas Conference Room) is on the first floor in the left wing. 2.6. If no RSVPs are received, the site visit/pre-proposal conference will be canceled. No other site visits or preproposal conferences will be scheduled or authorized. 3. SOLICITATION QUESTIONS AND COMMENTS 3.1. If an Offeror believes that the requirements in these instructions contain an error, an ambiguity, omission, or are otherwise deemed unsound, the Offeror shall notify the Government point of contact via email with supporting rationale. 3.2. Any other questions regarding the solicitation, its attachments, or the site visit/pre-proposal conference shall be submitted via email no later than 21 October 2022 3:00PM PDT. 3.3. All questions and comments relating to this requirement must be submitted using Attachment L1, "Question Submission Form." To the maximum extent practicable, submit all questions and comments on one form, in one email.
