Site work for a water / sewer project in Port Saint Lucie, Florida. Completed plans call for site work for a water / sewer project.

Deadline for written questions sent via email to the Issuing Officer referenced in Section 1.5. October 31, 2022 5:00 p.m. ET The intent of the City is to procure the services of one (1) qualified Contractor related to the construction of the Saints Golf Course Drainage Improvements Project Phases 1 & 2. Phase 1 contract period is to begin on June 1, 2023 and terminate on October 31, 2023. Phase 2 contract period is to begin on June 1, 2024 and terminate October 31, 2024. The golf course will close 9 holes at a time for this work. Time is of the essence for this project to be completed in this specific time frame as revenue is lost for every day it is closed. If the two (2) phase options are selected, only 9 holes at a time will be closed and work must be completed in the following time frames: Phase 1 - June 1, 2023 to October 31, 2023 (152 calendar days) Phase 2 - June 1, 2024 to October 31, 2024 (152 calendar days) The City is requesting options for the project to be completed in one (1) phase or two (2) phases. If one (1) phase is selected, all 18 holes will be included in the scope; however only 9 holes at a time will be closed at any given period and all work must be completed in 213 calendar days which is May 1, 2023 to November 30, 2023. This option will allow the front 9 holes to be closed until all work is completed. Then the front 9 holes will reopen, and the back 9 holes will be closed for the work to be completed no later than November 30, 2023. Phases 1 & 2 - May 1, 2023 to November 30, 2023 (213 calendar days) All work shall be in accordance with the Construction Plans and Technical Specifications prepared by Culpepper & Terpening, Inc. consisting of pages 1 - 19 and 1 -20 respectively. Project Background Currently, water sheet flows from homes and streets onto the public Saints Golf Course during wet weather events. This water is rich in nutrients from fertilizer, pet waste, and possible sewage leaks. The stormwater is then channeled to the North Fork of the St. Lucie River by local canals. The project seeks to enhance stormwater management with the expansion of existing retention lakes. By holding water on-site, the project will reduce runoff during storm events, filtering out pollutants. Project Description Port St. Lucie contracted with the engineering firm Culpepper and Terpening, Inc. to conduct Light Detection and Ranging (LiDAR) surveys to study the feasibility of an enhanced stormwater retention system at the Saints Golf Course. Field testing has verified elevations in the project area and confirmed that home lots slope onto the golf course. Design is complete on the expansion of existing retention lakes to hold 2.63 acre-feet of additional polluted stormwater runoff. The project workplan includes excavation to expand three (3) existing stormwater retention lakes, one (1) new stormwater retention pond, the addition of littoral zone plantings at 30% coverage added to the new and expanded retention ponds, associated stormwater conveyance improvements required to direct the runoff to the lake retention system, and addition six (6) new outfall control structures. The expansion of retention lakes at Saints Golf Course will produce water quality, habitat, and community resilience benefits. The proposed stormwater improvement retains water where it falls and helps decrease nitrogen and phosphorus pollution. In addition, littoral zones, at a 30% coverage will be added to the new and expanded retention ponds to provide additional nutrient uptake to the system. It is the Contractors responsibility to familiarize themselves with the terms and conditions set forth in this document. Some of the requirements typical of a City of Port St. Lucie contract have been modified, including but not limited to, liquidated damages and weather days. Additionally, it is expected that the Contractor will make continual progress on critical items of work from contract day 1. The Contractor must have all the required licenses and certifications necessary to perform this work. The approved License for this work includes a State of Florida General Contractor License and/or an Underground Utility & Excavation License. It is the Contractors responsibility to verify with the Citys Building Department that they possess the proper licenses and certifications to perform the work prior to submitting a bid. Bid Bond 5% Last date for question November 11,2022. One time site visit is scheduled for Nov 7,2022 beginning at 2.00PM and is expected to run for approximately 2 hours ,if needed. The City is working on all the questions that have been submitted and should have them posted next week.
