The City of Cerritos ("City") is requesting proposals from qualified consulting firms ("Consultant") interested in developing and updating the Pavement Management Program for the City. The most recent pavement condition survey was completed in 2018. This Request for Proposals covers all of the City's 766 centerline miles of paved streets within the City's 8.5 square-mile area limits to be surveyed. It is the responsibility of the consultant to ensure that the proposal is received in the appropriate location by the deadline. Proposals not received in the Office of the City Clerk by the deadline provided will not be considered. Proposals must be marked: "PROPOSAL - CERRITOS PAVEMENT MANAGEMENT PROGRAM (PMP) UPDATE UTILIZING AUTOMATED CONDITION SURVEYING, RFP NO. 1481-22 - DO NOT OPEN." The not-to-exceed fee proposal shall be placed in a separate sealed envelope and submitted as part of the consultant's submittal package. The City's final selection criteria will be based on, but not limited to, the following analysis: o Completeness of proposal. o Consultant's qualifications and comprehension of the scope of work. o Proposed services, survey, and completeness of research analysis. o Feedback received from references listed on Reference Sheet. The City reserves the right to reject any and all proposals, or portions thereof, or to waive any informality or irregularity in a proposal to the extent allowed by law. Any requests for information regarding received proposals shall be directed to the Office of the City Clerk via a formal Public Records Act request. The City has determined that opened proposals are confidential and therefore the negotiations process outweighs the public interest in prematurely disclosing such records.
