Renovation of a mixed-use development in Eugene, Oregon. Conceptual plans call for the renovation of a conference / convention center; educational facility; library; medical facility; and office development.

As of November 21, 2022, a design team has not been identified and a construction timeline has not been established. *The previous solicitation is listed below for reference. RFQ Design - Events and Learning Building and Clinical Research Building; Including the Ballmer Institute for Children's Behavioral Health. This project entails two buildings that will be utilized by various UO Departments, including the Ballmer Institute for Children's Behavioral Health. The preliminary programming and concept layout for these two buildings shall be used as a starting point for space usage. The spaces identified in the attached program documents may end up in either of the buildings associated with this project and not necessarily as indicated on current plans. Building 1: Learning and Events Center Architectural services for the renovation of educational building formerly known as the library. The three story 73,000 square foot building will include first floor classroom spaces, office space, conference rooms, coffee bar/cafe, and event space; second floor offices, tiered classroom, library, reading room and classroom; third floor consists of classrooms and offices. The design scope consists of: Demolition scope as required to support other work; New seating platforms, walls, doors, interior relites and finishes, combined with the addition of new amenities to meet program requirements; Door hardware will be replaced throughout the building; Modifications as required to mechanical, electrical (normal and low voltage), plumbing, fire sprinkler and fire alarm systems. Lighting will likely be replaced/upgraded to LED throughout the building. Though the project will not be submitted for LEED Certification, all approaches to design are expected to follow UO Design and Construction Standards and comply with the intent of the Campus Plan and Oregon Model for Sustainable Development. Architect to meet with the Ballmer Institute, Office of the Vice Provost, Oregon Executive MBA, Library, and School of Law. It is anticipated that design meetings will be held every two weeks throughout the duration of the design process. Weekly Owner/Architect/Contractor (OAC) meetings will be held during construction. It is anticipated that the design team will be represented in all of these meetings. Building 2: Architectural services for the renovation of educational building formerly known as Elizabeth, Mary Niels and Weber Halls. This three building complex, containing 3 stories and 24,000 square feet will include; clinical research space, faculty and staff offices, observation rooms, etc. The design scope consists of: Demolition scope as required to support other work; New walls, doors, interior relites and finishes, combined with the addition of new amenities to meet program requirements; Door hardware will be replaced throughout the building; Modifications as required to mechanical, electrical (normal and low voltage), plumbing, fire sprinkler and fire alarm systems. Lighting will be replaced/upgraded to LED throughout the building. Exterior window replacements and exterior painting. The addition of an elevator in the northern portion of the building complex, and planning to accept a future elevator in the south portion of the building complex. Possible entry structure, depending upon the final location of the elevator. Though the project will not be submitted for LEED Certification, all approaches to design are expected to follow UO Design and Construction Standards and comply with the intent of the Campus Plan and Oregon Model for Sustainable Development. Architect to meet with the Ballmer Institute for Children's Behavioral Health and the Prevention Science Institute. It is anticipated that design meetings will be held every two weeks throughout the duration of the design process. Weekly Owner/Architect/Contractor (OAC) meetings will be held during construction. It is anticipated that the design team will be represented in all of these meetings. The Ballmer Institute for Children's Behavioral Health is a new program at the UO and will require a more comprehensive Programming and Concept design effort than most of the programs relocating from the downtown campus location. Unlike the other RFQs released in association with the UO Portland Campus, this project does NOT require applicants to be part of the UO Retainer Program, as the contract is not a UO Retainer Contract. It is a publicly open UO RFQ and Contracting process. The Project will consist of a two staged contracting approach. Initial work including Programming and Conceptual Design contracted through an agreement substantially similar to the Programming and Conceptual Design Contract included as Attachment A. Work will start as soon as this Contract is executed, anticipated to be November 21, 2022. The selected firm will work collaboratively with a Project User Group to develop Programmatic requirements and a Conceptual Design as defined in the Contract. The selected firm must be ready to commit key personnel to the Project immediately following selection and must be able to perform the work within the projected schedule, included in Attachment C. Upon conclusion of the Programmatic and Conceptual Design Phase of work, it is the intent of the Owner to execute an Architect Agreement (Attachment B) for the remaining work required to develop the project from Schematic Design through Closeout. The Programming and Conceptual Design Phase is expected to be complete by the end of December 2022. The method of contractor selection has not been determined at this time.
