The Town of Black Mountain is requesting proposals to create a feasibility study for the Ridgecrest Trail Connector. This is a federally funded, locally administered project. Scope of Work- The Ridgecrest Connector Trail is identified as in the Greenway Master Plan. Fonta Flora State Trail will connect Morganton and Asheville. It represents an economic development opportunity for the Town of Black Mountain. To bring FFST through town limits, a feasibility study needs to take place to determine how the trail will connect, beginning at the eastern Town boundary. Evaluating the best opportunities to bring the FFST into the area will position the town to budget and pursue design, easements, and construction of this section of trail in the future.
The Town has one-half-mile of designated Fonta Flora State Trail. This is the paved section of In the Oak Trail between Vance Avenue and Veteran's Park. The Town's current multi-modal project EB-5547 sections A & B will connect to this section. The Town anticipates that at least some of EB-5547 will also be designated FFST in the future. Any consultant interested in submitting a proposal may submit written questions via e-mail to Jessica Trotman, Planning Director at Jessica.trotman@tobm.org. The following information is required for a proposal to be considered complete:
1. Contact information
2. Resumes of key staff to be assigned to the project, including lead and any sub-consultants
3. List of similar projects (completed or in progress) completed by the firm. Include the client, negotiated fee and final fee paid.
4. Three references of previous or current clients
5. Provide a description of your approach and methods to be utilized to complete the project. Please describe how you anticipate working with town staff and the community.
6. Provide a clear statement of qualification which details why your firm is qualified to complete the feasibility study. Include any other information which may be helpful to the evaluation process.
7. Provide a detailed scope of work, including specific methodologies, tasks, and schedule being proposed and indicate work or resources that are to be subcontracted or assumed to be provided by the Town of Black Mountain staff. This shall include a basic schedule outlining primary deadlines and current understanding of how much time is needed for major phases of the project. The method of contractor selection has not been determined at this time.
