As of January 5, 2024, an engineer has been selected and this project is in the design phase. It is anticipated bidding will commence in September 2024, with construction starting in October 2024. *The closed solicitation has been included below for reference: The Town is seeking RFQ responses for the scope of work from qualified professional engineering firms with significant experience in designing upgrades to water supply and distribution systems along with a proven track record of successful project management The Town of Roseboro has been awarded a Drinking Water State Revolving Fund (DWSRF) Grant from the North Carolina Department of Environmental Quality, Division of Water Infrastructure (NCDEQ-DWI). Funding through this grant is provided by the America Rescue Plan Act (ARPA) Fund. The Town of Roseboro proposes utilizing DWI funds to rehabilitate a groundwater drinking well, replace old water lines, and old existing water valves. This project involves the following improvements: rehabilitation of Well No. 3; replacement of 5,000 LF of 6-inch asbestos cement water lines with 6-inch PVC pipe; replacement of 1,500 LF of 1.5-inch, 2-inch, and 8-inch galvanized iron waterlines with like-size PVC pipe; installation of forty-six 6-inch and thirty-two 8-inch water valves; the installation of twelve 6-inch and ten 8- inch insertion valves; and other miscellaneous improvements. The Town is seeking RFQ responses for the scope of work from qualified professional engineering firms with significant experience in designing upgrades to water supply and distribution systems along with a proven track record of successful project management. The Town requests respondents in their Statement of Qualifications (SOQ) to provide a detailed discussion about their experience for the scope of work. The SOQ should provide enough detail discussing prior work and experience to demonstrate the Respondent's record of success to the Town. Engineering services shall include, but are not limited to, standard tasks necessary for the implementation of the project in conformance with the DWI program, NCDEQ-DWI, and ARPA requirements:
1. Preparing and approval of the preliminary engineering report prior to the Release of Funds. Prepare the environmental information document (EID), as needed.
2. Preparing the final design and construction bid package in conformance with applicable regulations and requirements.
3. Supervising the bid advertising, tabulation, and award process, including preparing the advertisements for bid solicitations, conducting pre-bid meeting, conducting bid opening, and issuing the notice to proceed.
4. Conducting the pre-construction conference.
5. Construction administration and observation for the contract work.
6. Reviewing and approving all contractor requests for payment, change orders, and submitting approved requests to the governing body.
7. Conducting final inspection and testing.
8. Submitting certified "as-built" drawings to appropriate authorities: and
9. Loan close-out certifications, as required. Once the most qualified firm is selected a cost for engineering services will be negotiated for the current $2,536,000 project.
