As of February 23, 2024, a consultant has been awarded to provide planning and surveying. This work is underway and is expected to be completed by June 30, 2025. The awarded consultants are: UAV Exploration Inc., Renfrew, PA Verdantas, Dublin, OH Rettew Associates, Inc., St. Clairsville, OH Civil & Environmental Consultants, Inc., Worthington, OH *The closed solicitation has been included below for reference: Submit all questions regarding this RFQ in writing to Tara Lee at orphanwellprogram@dnr.ohio.gov with the project number included in the subject line (no phone calls please). Questions will be answered and posted. Professional surveying services are being requested to provide planning and surveying to verify locations of orphaned wells and to identify and locate additional orphan oil and gas wells throughout the State of Ohio. The Division of Oil and Gas Resources Management (DOGRM) within the Ohio Department of Natural Resources (ODNR) has over 19,662 documented orphan wells that require abandonment. There are also thousands of undocumented wells that were drilled in the late 1800s and early 1900s that may also qualify as an orphan well. Before a well can be plugged by DOGRM, it must be physically located and verified that no owner exists for the well. DOGRM also conducts a risk evaluation matrix to assist in prioritizing wells for abandonment. The Orphan Well Program was established in 1977 to plug improperly abandoned oil and natural gas wells. Funded by a portion of the state tax on oil and gas production, Ohio's program has plugged more than three hundred fifty wells in the past three years. Proper plugging of orphan wells is necessary to protect public health and safety, conserve natural resources, and allow the efficient development of Ohio's oil and gas resources. The selected firms shall use the documented orphan well list to verify the specific location of the wells on the documented orphan well list; to identify areas of possible additional locations for abandoned and orphaned wells; and to develop a site investigation plan. The selected firms will contact all affected landowners and obtain right of entry for any required parcels. The selected firms will then complete an Unmanned Aircrafts System (UAS) based aerial magnetic survey of each identified area; conduct a ground investigation of each magnetic anomaly identified, verify all anomaly positions, and locate under the direction of a Professional Surveyor registered in the State of Ohio. Flight operations shall be conducted by an FAA certified commercial UAS pilot in accordance with 14 CFR Part 107. The selected firms will also complete an onsite inspection and risk evaluation matrix for each well and research the last known owner of each well identified that may be a potential orphan well. All work shall be performed in compliance with all applicable regulatory requirements, including Ohio Oil and Gas Rules and Regulations. DOGRM is currently developing an application to allow information entered into the risk evaluation matrix to download to the Orphan Well Program's tracking system. The selected firms will be required to abide by all State of Ohio information technology security protocols. The selected Architect/Engineer (A/E), as a portion of their required Scope of Services and prior to submitting their proposals, will discuss and clarify with the Owner and/or the Contracting Authority, the cost breakdown of the Architect/Engineer Agreement detailed cost components to address the Owner's project requirements. During the technical capability proposal phase of the selection process, DOGRM intends to provide an example of the risk evaluation matrix. The selected A/E will participate in the Encouraging Growth, Diversity & Equity (EDGE) Program as required by statute and the Agreement Professional Services Start: 01 / 23 Substantial Completion of all Work: 10 / 24 Professional Services Completed: 12 / 24 Estimated Basic Fee Range - 7% to 8% EDGE Participation Goal - Percent of initial Total A/E Fee: 5.0% The method of Contractor Selection has not been Determined at this time.
