THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSALS OR INVITATION FOR BID. THERE IS NOT A SOLICITATION, SPECIFICATIONS OR DRAWINGS AVAILABLE AT THIS TIME. The Department of the Interior (DOI), Indian Affairs (IA) is seeking qualified contractors capable of performing the full range of architectural & engineering services including studies, investigations, surveying and mapping, tests, evaluations, consultations, comprehensive planning, program management, conceptual designs, plans and specifications, value engineering, construction phase services, soils engineering, drawing reviews, preparation of operating and maintenance manuals, and other related services. The contracts resulting from the procurement will require that contractors manage multiple concurrent task orders across the nation. IA will refer to this procurement as the Architect-Engineer Multiple Award Contract (AE-MAC). The AE-MAC will be the next generation of the IA-National Multiple Award Architect-Engineering Contract (IA-NMAAEC) awarded in 2020. We anticipate issuing a synopsis in early 2023 and awarding this contract in the Summer of 2023. The IA-NMAAEC was set-aside for Indian Small Business Economic Enterprises (ISBEEs), and IA contemplates a similar set-aside for this procurement if market research demonstrates a large enough pool of qualified firms. IA anticipates a target of ten (10) contracts will be awarded as a result of the potential solicitation. The ordering period for each contract will be five (5) years starting from the actual date of award. The total price for all contracts combined will not exceed $100,000,000.00 ($100 million) for the five-year life of the contracts. Projects awarded on this AE-MAC will have an estimated construction cost of approximately $250,000.00 to $100,000,000.00; however, smaller and larger dollar value projects may be considered. The North American Industry Classification System (NAICS) code for this AE-MAC is 541330, Engineering Services. The Small Business Size Standard is $22,500,000. IA is responsible for providing facilities to support educational programs for students. Its central, stated goal is to provide a high-quality educational environment for Native American children from kindergarten through high school. IA also maintains two college campuses. Many of the school compounds are located in rural and remote locations throughout the United States. IA also maintains Office of Justice Service (OJS) buildings. The Office of Justice Services directly operates or funds law enforcement, tribal courts, and detention facilities on Federal Indian lands. Many of the Law Enforcement compounds are also located in rural and remote locations throughout the United States. In addition to schools and OJS buildings, IA also maintains other miscellaneous infrastructure that may have design needs met by this AE-MAC. Because of their rural and remote locations, many IA projects include government housing and require basic infrastructure, electrical distribution systems, water systems, water treatment systems (arsenic), water well systems, water storage facilities, wastewater systems (sewage lagoons), roadways, parking lots, and structural fire protection. Task orders under the AE-MAC may include, but are not limited to, the following type of structures: Buildings types that may require design under the AE-MAC include, but are not limited to: administrative buildings; academic buildings; libraries; media centers; computer labs; vocational shops; gymnasiums; swimming pools; dormitories; schools; bus barns; portable classrooms; garages; maintenance/facilities; fire stations; pump houses; electrical power substations; potable water and sewer systems; fitness centers; residential buildings; administrative justice centers; law enforcement headquarters; court houses; adult & juvenile detention; emergency support; and portable structures. Task orders under the AE-MAC may include, but are not limited to, the following type of services: Facility & Systems Analysis (Structural, Civil, Electrical, Mechanical, Architectural, etc.,): Providing evaluations and recommendations for replacement cost, repair, removal, upgrade and demolition of facility buildings, building systems, infrastructure, sewage, and drinking water systems. Planning: Architecture and engineering planning and analysis. Design Services: Architecture and engineering designs, design of new and renovation of existing facilities, building systems, and infrastructure. Construction Cost Estimating Services: Providing cost estimates for new and renovation of existing facilities (i.e., foundations, exterior enclosures, roof, mechanical systems, electrical systems, plumbing systems, special systems, fixed equipment, finishes, etc.). Value Engineering: Value analysis during A-E design. Value engineering studies in compliance with Office of Management and Budget (OMB) Circular A-131. NEPA-Environmental Assessment Services: Providing field surveys and biological assessments and developing environmental assessment reports prepared in compliance with Council on Environmental Quality (CEQ) guidelines and the National Environmental Policy Act (NEPA). Bidding and Pre-award Services: Providing assistance in responding to requests for information from potential offerors during the Governments solicitation for the construction contractor. Construction Phase Services: Construction phase services and contract administration services, including a full range of quality assurance (QA) services associated with construction projects awarded to other contractors (e.g. design-build and design-bid-build contracts), including but not limited to: coordinating, reading plans and specifications, monitoring, documenting, and reporting on construction contractor quality control activities to ensure construction contractors fulfill their obligations pertaining to the level of quality required in their contracts. Additionally, monitoring construction contractor progress, inspecting deliverables, and performing other administrative tasks throughout performance of the construction contract until contract closeout, ensuring the construction contractor is compliant with the terms and conditions of the contract. It is requested that interested small businesses submit a response in order to demonstrate the ability to perform the services described. All responses should include: (1) The attached Sources Sought Contractor Information Form. Please complete all boxes. (2) One copy of the attached Architect-Engineer Experience Project Data Form for each project submitted. Submit a minimum of three (3), up to a maximum of ten (10) projects that have been completed in the past six years from the response date for this notice. Taken as a whole, projects should demonstrate experience that encompasses a variety of A-E services in the cost range described above. Please complete the attached Architect-Engineer Experience Project Data Form for each individual project submitted. (3) The Government anticipates that this procurement will include consolidation of numerous requirements into one procurement consistent with FAR 7.107. The work involved in each task order that will be issued under the AE-MAC could be issued under a stand-alone acquisition or combined to a lesser degree. Please comment on the extent that consolidation of these requirements into one large procurement impacts your firms ability to compete. Are there elements of this work which your firm cannot perform because they have been consolidated For example, are there geographical areas where your firm cannot perform work or are there types of work that your firm cannot perform Please comment if there are any ways that the Government could divide this work into multiple procurements that would allow your firm to be more competitive. If the consolidation of these requirements will have no impact on your firms ability to compete, please so state. (4) Under FAR 52.219-14, Limitations on Subcontracting, firms receiving task orders may not pay more than 50 percent of the amount paid by the Government for contract performance to subcontractors that are not similarly situated entities. Responses must include a description as to how your small business would meet this FAR requirement. (5) In addition to the above items, you may also submit a capabilities statement for review (no page limitation on this, brochures are acceptable), but it is not required. This sources sought notice is a market research tool only. Responses will be used to determine the extent to which this requirement will be set aside for small business or small business social economic subcategories. The Government is not obligated to and will not pay for any information received from potential sources as a result of this notice. The information provided in this notice is subject to change and in no way binds the Government to solicit for or award a contract. The Government will not provide debriefs on the results of this research, but feedback regarding the decision to set aside or not set aside the procurement will be accomplished via synopsis for these services as applicable.
