The Blackfeet Tribe is requesting qualification/ cost proposals to provide civil engineering services for the proposed powwow grounds in Heart Butte, Montana. The purpose is to direct a community scoping meeting, identify existing utility information, develop conceptual layouts for new infrastructure and design the facilities with the necessary landscape needs to have a natural flow of both vehicle and foot traffic in and around the powwow grounds. Scope of Services: 1. Conduct a community scoping meeting to identify site, facilities, utilities, and road access as priority objectives for a development plan. Maps and conceptual layouts created from previous tasks will be used during the meeting with technical expertise of land use development to guide the discussion. 2. Collaborate with utility companies, county, tribal and BIA transportation offices, Blackfeet Land Dept., and other regulatory offices that can assist with the project's success to develop a safe and accessible site for the new powwow grounds. This collaboration will include research into as-built plans, historical records, and utility locates in the field. These utility locates must be collected with Survey Grade GPS equipment under the direction of a Certified Federal Land Surveyor for incorporation into the overall Tribal GIS database. Tribal, county, and federal information will be utilized for survey collection, land ownership, road access points, and other necessary data to complete the project. 3. Provide cost analysis of infrastructure installations required for the electrical, water/sewer, parking, roads access, geotechnical report, if needed. Facilities include dance arbor with bleachers, stick game arbor, concession areas for food, arts & craft vendors, ti pi/tent camping area, RV outlets, restrooms/ shower/dressing room. Topographic survey data, and existing drawings available to produce a conceptual project plan with approved alternative layouts is required. Prepare conceptual designs and specifications for all buildings and structures identified for site development. The Blackfeet Tribe reserves the right to reject any and all proposals.
